IHBC consultation response update: Each Home Counts (the ‘Bonfield Review’)
The Department for Business, Energy & Industrial Strategy consulted on these proposals but the IHBC Consultation Panel found that Each Home Counts fails to consider traditional buildings, especially those with solid walls, which is a serious omission as these represent almost a quarter of the UK’s building stock.

Baroness Andrews leading debate on Built Environment Report in House of Lords: 24 January
Following on from the publication last year of the report of the Select Committee on National Policy for the Built Environment, it was debated in the House of Lords on Tuesday 24 January, with Baroness Andrews leading discussions.

Construction sector loses momentum in January ‘17
Figures from Markit/CIPS UK Construction Purchasing Managers’ Index show that industry had the weakest activity growth since the recovery began in September 2016, while job creation hit an eight-month peak but there was the strongest input cost inflation since August 2008.

Hull’s Blade needs planning permission
As part of Hull’s City of Culture celebrations, the 75-metre, 25-tonne offshore wind turbine blade had been installed in the city’s Victoria Square without planning permission, according to the Hull Daily Mail.

New fund for cultural learning in English schools: Closing 15 Feb
A new partnership between the RSA and the Education Endowment Foundation will evaluate cultural learning projects in English schools to help understand how cultural learning activity improves educational outcomes, in particular for disadvantaged children, with a closing date of 15 February.

IHBC welcomes HE consultation on ‘LB and Curtilage’ Advice Note for 2017: Closing 24 March
The IHBC has welcomed Historic England’s consultation on a revised version of an updated version of their ‘Listed Buildings and Curtilage’ Advice Note from 2016, with a closing date of Friday 24 March 2017, with plans for linked engagement events to be announced.

IHBC highlights international RMI: Eiffel Tower to receive €300m, 15-year revamp

IHBC consultation response: Call for Evidence for the English Churches and Cathedrals Sustainability Review
The Department of Energy & Climate Change consulted on these proposals and the IHBC Consultation Panel found that many churches rely on external funding support to operate sustainably and an important challenge is reconciling community aspirations and needs with the development of a sustainable business model.

IHBC consultation response: Proposal for regulations required by the HE (Wales) Act 2016 and guidance documents
The Welsh Government consulted on these proposals and the IHBC Consultation Panel found that while the imposition of costs might deter unreasonable behaviour in designation reviews, those in receipt of the designation on their property may not understand that it will only apply where they have acted unreasonably.

New guidance for NI legislative requirements and the use of planning agreements
Northern Ireland’s (NI) Department for Infrastructure has issued Development Management Practice Note 21: Section 76 Planning Agreements, which is designed to guide planning officers and relevant users through the legislative requirements relating to the use of planning agreements and deals primarily with procedures as well as good practice.

HES and the Community Empowerment Act (2015)
From 23 January, Part 5 of The Community Empowerment (Scotland) Act 2015 came into force, which relates to Asset Transfer Requests. Historic Environment Scotland (HES) is included in the Act as a public body with delegated responsibility for properties in care of Scottish Ministers.

£4 million grants for England’s heritage institutions, including buildings
The Department for Culture, Media & Sport/Wolfson Museums and Galleries Improvement Fund will allow institutions across England to increase access, improve displays and enhance public spaces.

IHBC consultation response: Proposals to amend the Standard Assessment Procedure (SAP)
The Department for Business, Energy & Industrial Strategy consulted on these proposals and the IHBC Consultation Panel welcomed the reduction in the U-values for solid wall construction but suggested that old buildings may need to be treated differently to modern constructions.

The IHBC’s commercial conservation services listing, HESPR – the Historic Environment Service Providers Recognition scheme – offers members weekly HESPR Bulletins that bring tender opportunities together into one handy resource, and the Director’s top pick for IHBC members this week features a ‘2 for 1’ offer this week that recognises the diversity of skills across the IHBC’s membership, with a call for a whole ship survey of HMS Victory and, from Watford Borough Council (BC), for a survey and specifications relating to a Grade II building, both closing in February.

HE debate No 2: The Northern Powerhouse (and don’t forget the IHBC’s 2017 School in Manchester – transport infrastructure, 22-24 June)
In its second debate on topical subjects, Historic England (HE) asks how heritage can strengthen the delivery of the Northern Powerhouse objectives, a theme especially close to the IHBC just now as members await the launch of the 2017 School, in Manchester , inspired by the Powerhouse in its exploration of historic transport infrastructure and how best to sustain and gain from it?
