HHA: Repair costs may close 70 stately homes
Up to 70 of Britain’s stately homes could be closed to the public in the next five years because of escalating repair costs the Historic Houses Association (HHA) says, according to the Telegraph.

Sir Robert McAlpine to revamp Big Ben
The Special Projects Division of Sir Robert McAlpine has secured a £3.5m contract for essential works to conserve the iconic Big Ben bell, clock and Elizabeth Tower in London, according to The New Civil Engineer.

The IHBC has just released some internal employment data from our sector-wide IHBC Jobs etc service, which to date this year has advertised posts with a combined maximum of more than £6million of stated salaries, for posts from property heads to facilities managers, and with 69% postings recommending IHBC membership or more.

HES publishes climate change advice for traditional buildings
Historic Environment Scotland (HES) has published a ‘Short Guide on Climate Change Adaptation for Traditional Buildings’, which focuses on how to make traditional buildings more resilient to the changing climate and details best practice for preparing a building for wetter, stormier winters and hotter, drier summers.

Make planners statutory consultees in Scottish strategic local decisions, say the RTPI
Strategic decisions by local authorities need to change as they are often taken in isolation from planning departments, The Royal Town Planning Institute (RTPI) has told the Scottish Government.
The RTPI writes:
Ahead of the Scottish Government’s Planning White Paper, RTPI Scotland has today written to every Cabinet Secretary making the case for the planning function in each authority to be given statutory powers to be consulted in strategic decision-making processes.
The letter highlights how a statutory Chief Planning Officer will ensure building and development plays a central part in driving economic growth and tackling environmental and social challenges in each area of the country, helping ministers achieve their ambitions for a successful and sustainable Scotland.
This idea is among 14 ‘gamechangers’ that RTPI Scotland has suggested to the Scottish Government for inclusion in the White Paper and is part of its ‘Repositioning Planning: Building a Successful and Sustainable Scotland’ report.

England’s ‘Heritage 2020’ Consultation: Closing 20 December
The consultation on the Heritage 2020 framework is looking for contributions to the initial Heritage 2020 priorities for collaboration (closes 20 December 2016).
The 2016 Heritage 2020 consultation is asking for contributions to the priority themes for short-term action by its five working groups – Capacity building; Constructive conservation and sustainable management; Discovery, identification and understanding; Helping things happen; and Public engagement.
Initial priorities include: examples of research needs, thoughts on the new Apprenticeships, guidance to support the transfer of publicly owned heritage assets, what is needed to make it easier for small organisations to improve diversity in public engagement, and how Heritage 2020 can support you in making the case for the value of heritage.

Original plans for Manchester Town Hall rediscovered
Original working drawings of Manchester Town Hall have been rediscovered as part of Heritage Management Plan work by Stephen Levrant Heritage Architecture.
The drawings by Alfred Waterhouse were found in the building’s basement by Kirsten McKnight, of Stephen Levrant Heritage Architecture. She has been assessing and cataloguing the building’s contents as part of her work on the Heritage Management Plan.
The working drawings are now being kept in specialist climate-controlled conditions at the Archives+ Centre, Central Library. They reveal the impact that the construction work made to the area in the 1870s, including details such as how much the Manchester Corporation had to pay to compulsorily purchase the land.

Heritage-led regeneration – which often includes swathes of new build – and gentrification together form acontentious pairing, and one that can’t be ignored as it is happening all around the world, as reported recently also in the Guardian.
IHBC Director Sean O’Reilly said: ‘As skilled practitioners working with historic buildings and areas, IHBC members are well placed to distinguish between the economic and social issues that underpin gentrification, and conservation that rejuvenates the intrinsic potential of historic places. But are we looking at these issues with a suitably critical eye, or in enough detail?’

IHBC’s Toolbox update: Links to Standards; 22 practice ‘Notes’; Conservation Wiki, SelfStarters, Consultations, Publications and many more tools of the conservation trade… so check it out again, and tell your colleagues
The IHBC is delighted to be able to remind our newer members that our toolbox can offers anyone easy access to the essential tools in conservation practice, including now 22 practice ‘Notes’ and a host of other accessible practitioner resources and links.
IHBC Chair James Caird said: ‘The IHBC does encourage members to use the on-line Toolbox. It’s so easy to use and offers direct access to key IHBC operations such as guidance and research notes, consultations and the conservation wiki. It is linked from the IHBC home page with a quick link icon at the top of the page next to the social media buttons.”
IHBC Director IHBC Director Seán O’Reilly said: ‘The Toolbox has been developing its content over the 18 months since we launched the Home Page, and now with 22 Notes on Research and Guidance, alongside links to standards and our SelfStarter, it’s a great way to access key resources fast.’

Reminder on HE’s 50th anniversary ‘Conservation Areas Survey’ for IHBC members: Closing 4 December
To mark the 50th Anniversary of Conservation Area legislation in England, the IHBC is working with Historic England on a survey to help the sector better manage Conservation Areas, so for those members who have not already filled out the survey please be sure to spend 15 minutes or so on completing it before the closing date of 4 December.

Heritage thinking outside the box – applying a heritage focus to Brazilian projects
UK businesses can apply for a share of £2.4m to work with Brazilian partners on innovative urban development solutions in Brazil. Could you apply your heritage expertise on the projects? (Competition registration deadline 26 April 2017, applications by 3 May 2017)
Innovate UK is running a competition to fund collaborative technological solutions that address three different challenges:
- Integration and governance of city systems
- Urban infrastructure and affordable, smart mobility
- Sustainable urban environments
While these challenges don’t expressly contain heritage angles, the ‘imaginative’ use of funds originally allocated for quite different intentions have always been an important strategy for heritage works in the hands of skilled conservation experts.

James Caird, IHBC Chair, said ‘The Institute is very aware that careers in conservation are sometimes less secure than they once were. We want to offer our members as much support as we can during difficult periods as well as helping them generally with our wide range of cost-effective training, resources and support. This support is simply another demonstration of our continuing focus on member needs and priorities.’
IHBC Director Seán O’Reilly said: ‘If you don’t have time or capacity to seek our usual fee-support services, we’re still here to help. Just let us know and, with the minimum of fuss or hassle, we’ll make sure your fee is covered for the year, so our professional support can be counted on.’
‘This is just one of the many ways we at the IHBC helps our members as they face the challenge of developing and maintaining their specialist conservation skills. The introduction of a stepped approach to IHBC conservation accreditation – Associate membership – addressed a big hurdle for early career practitioners. Bursaries and fee support helped reduce our already low-cost fees even more.’

IHBC’s ‘Top HESPR tender pick of the week’: Fenland DC archaeology, investigation, survey and community engagement, closing 15 December, £31,000
The IHBC’s commercial conservation services listing, HESPR – the Historic Environment Service Providers Recognition scheme – offers members weekly HESPR Bulletins that bring tender opportunities together into one handy resource, and the Director’s top pick for IHBC members this week features a call from Fenland District Council (DC) for archaeology, building investigation and community engagement, valued at £31,000 and with bids closing on 15 December.
IHBC Chair James Caird said: ‘Our weekly Bulletin of current tender notifications to HESPR members is an innovative service that supports commercial conservation businesses that work to the IHBC’s standards and expectations. These weekly selections offer the wider heritage world a regular insight into the conservation profession that we hope combine good news, sector profile and service inspiration all in one.’
Top tender pick of the week
The IHBC Director’s top pick from the HESPR Bulletin for this week comes from Fenland DC which is seeking bids on a £31,000 package, closing on 15 December, to undertake ‘projects set out in the Activity Statement for the Wisbech High Street Townscape Heritage project which is part funded by the Heritage Lottery Fund (HLF). Wisbech Big Dig is to develop, support and deliver a number of community archaeology events in and around the High Street during the delivery phase of the project and will include a mixture of ‘in ground’ and building archaeology. Wisbech Underground is to research, map and investigate the network of cellars, underground warehouses and tunnels including community and local school engagement.’

IHBC’s Context CPD tale of two traumas: The importance of conservation expertise
In helping people to discover, access and safeguard their heritage, the role of conservation professionals as experts is needed more than ever, but on different and non-elitist terms, says Nigel Walter.
In his Context article titled Conservation as action and reaction, Walter discusses how the story of modern conservation can be read as the response to the twin traumas of 19th century restoration and 20th century post-war reconstruction.
