DCMS announces measures for implementation of 1954 Hague Convention for the Protection of Cultural Property
The Department for Digital, Culture, Media & Sport (DCMS) has announces measures to support the effective implementation of the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict and its two Protocols of 1954 and 1999 and the Cultural Property (Armed Conflicts) Act 2017.

IHBC’s update on HLF forward planning with lower budgets, from CE Ros Kerslake OBE
The Heritage Lottery Fund (HLF), through its Chief Executive Ros Kerslake OBE, has informed key stakeholders such as the IHBC and its members, about its plans to ‘optimise how [the HLF will] use a lower, but still substantial, budget of some £190m next year – set in light of reduced National Lottery income and the need to align our grant commitments with reserves’.

IHBC’s new Toolbox Guidance Note on ‘Alacrity and alternative proposals’ also highlights ‘mothballing’ options
IHBC’s new Guidance Note on our online Toolbox briefs on ‘alacrity’ in heritage planning, a topic suggested by an appeal dismissed ‘partly because the appellant had not demonstrated ‘alacrity’, and references a separate unsuccessful appeal where the Inspector noted that ‘mothballing’ could ‘throw… buildings a lifeline in the hope of an alternative solution’, to conclude that ‘authorities should… not feel compelled to accept the only offer on the table at a particular time.’

IHBC CPD boost from the NTHP: Neuroscience and preservation – ‘Biophilia’ and measuring the healing properties of place
In a blog by for the The National Trust for Historic Preservation (NTHP) Nikos A. Salingaros looks at how buildings and urban spaces can provide healing environments for people, exploring ‘Biophilia’ is the attachment of humans to living structures, to argue that ‘Preservation should prioritize the therapeutic qualities of the environment and focus on the health-enhancing properties of older buildings and urban spaces.’

Brighton’s local ‘Save Madeira Terrace’ campaign group seeks to ‘restore our iconic arches to their former glory! We will save this historical structure from falling into disrepair, in the process creating a new lively quarter for Brighton.’

NHMF, HLF, and DCMS’ ‘Tailored Review’ conclusions: ‘Functions… to the nation remained vital’
The Department for Digital, Culture, Media & Sport (DCMS) has concluded its tailored review of the National Heritage Memorial Fund (NHMF) and the Heritage Lottery Fund (HLF), noting that the ‘functions of distributing National Lottery funding and providing a fund of last resort for heritage at risk of loss to the nation remained vital’, while the HLF has offered its own interim responses.

OTS: first review of VAT aims at simplification
The Office of Tax Simplification (OTS) has published its first review of VAT, with recommendations mainly aimed at ‘simplification’, including a call for a ‘comprehensive review of the reduced rate, zero-rate and exemption schedules’ and a review of ‘the turnover level above which a business must enter the VAT system and charge VAT on its sales’, noting that ‘at £85,000 the UK has one of the highest levels in the world.’

Can IHBC members and colleagues help HE find more listed buildings used as mosques?
Historic England (HE) is investigating the heritage of Islamic places of worship in England, and asks if IHBC members, colleagues and networks can help identify more listed buildings now in use as mosques.
Formerly St Andrew’s Presbyterian Church, now Wembley Central Mosque, Ealing Road, Wembley, listed Grade II. The List entry does not currently reflect the building’s re-use.

Scottish Parliament building regs and fire safety report calls for Clerk of Works to be a ‘familiar face’
Scottish Parliament’s Local Government and Communities Committee report from its inquiry into the building standards verification processes concluded that there needed to be more homebuyer support, including for a Clerk of Works to become a ‘familiar face’ on building sites.
