The Medr Strategic Plan sets out ambitions for a collaborative tertiary education and research sector, as part of its response to the Welsh Government’s strategic priorities for tertiary education and research.

The Strategic Plan sets out Medr’s response to the Welsh Government’s strategic priorities for tertiary education and research. It also takes account of the legislative requirements placed on us in the Tertiary Education and Research (Wales) Act 2022, and describes the way in which Medr plans to work to achieve them. The Plan is also set in the context of us balancing the establishment of a new organisation and implementation of new legislative requirements in the short term, with setting our ambition and aspirations for the longer term. The Plan was approved by Welsh Ministers on 25 February 2025….
Our Strategic Plan is based around founding and growth commitments for five strategic aims, as well as a foundation aim:
Foundation Aim
To establish Medr as a highly-effective organisation and trusted regulator.
- Strategic Aim 1: To focus the tertiary education sector around the needs of the learner.
- Strategic Aim 2: To create a flexible and joined-up tertiary system where everyone can acquire the skills and knowledge they need for a changing economy and society.
- Strategic Aim 3: To ensure learners receive the highest-quality provision in a tertiary education sector that strives for continuous improvement.
- Strategic Aim 4: To grow internationally-acclaimed research and inspire innovation throughout the tertiary education sector.
- Strategic Aim 5: To encourage greater use of the Welsh language, increasing demand for and participation in learning and assessment through the medium of Welsh.
Operational Plan 2025-26
Our Operational Plan sets out the activity we are going to prioritise this financial year to make progress towards the founding and growth commitments in our Strategic Plan. The Plan highlights the range of activities that we will carry out over the coming months to support equality, the Welsh language and participation. It also outlines the key activities that will improve the way the tertiary education sector in Wales is funded and regulated, in collaboration with providers, partners and stakeholders. We have prioritised activities to deliver on our founding commitments – setting a two-year horizon in which to make significant progress…
Our consultation
We sought feedback about whether our proposed strategic aims and commitments reflected what partners and stakeholders believed would make a positive impact on the tertiary education and research sector in Wales. We sought views from a wide range of stakeholders, social partners, employers and community organisations as part of this consultation. We engaged with the employer voice, and ran learner feedback events, ensuring that the learner voice played a key part in developing the plan.
Following the responses to the consultation, we strengthened references to a number of areas in the final plan, including:
- additional learning needs
- developing social partnership
- the Welsh language and Welsh medium education
- a global outlook from a Welsh perspective.
We are currently developing its operational plan, and a measures and evaluation framework for how the organisation will deliver against it. These will be published later in 2025.
