Joint Working Agreements between HS and LAs launched

The Joint Working Agreement between Historic Scotland and Planning Authorities in Relation to Statutory Casework and Consultations sets out current working practices and is intended to ensure that planning authorities and Historic Scotland, work consistently and transparently to an agreed standard in taking forward the management of the historic environment.

All planning authorities were consulted on the document between October 2008 and January 2009

This is the finalised Joint Working Agreement. It has now been issued to all of Scotland’s planning authorities inviting them to sign up. We will provide details of which planning authorities have signed up, and any local provisions in due course.

Related to this, HS has also launched a consultation on Implementation of the Removal of the Duty of Planning Authorities to Notify Historic Scotland on Certain Types of Listed Building Consent Application. This consultation explains how Historic Scotland, Perth and Kinross, Glasgow City and the City of Edinburgh Councils operated a pilot which explored whether they could issue faster listed building consents to applicants without a reduction in the quality of decisions. The consultation document sets out how the pilot was designed and operated, and analyses its findings. The consultation invites comments on the effectiveness of the methodology and welcomes views on how best to implement a future scheme of this type, if it is decided to offer it to all planning authorities.
