The Queen’s Speech today confirmed recent speculation that the Heritage Protection Bill for England & Wales will not progress in the current parliament. Despite extensive support for the changes proposed, ‘credit crunch’ legislation will take priority. Dave Chetwyn, Chair of the Institute of Building Conservation (IHBC), the professional body for built environment conservation specialists, said: ‘We understand the gravity of the credit crisis, but after nearly a decade of hard work across the sector, we are hugely disappointed that the reforms contained in the Bill are, at least for now, on hold.’
Mr Chetwyn also said: ‘We advocate further reductions in VAT on building refurbishments to boost key labour-intensive areas of the development sector and deliver much needed economic stimulus. As the key professional body for historic environment specialists, the IHBC has already invested heavily in the Bill’s development, and we will continue to reinforce the potential of conserving places to key government priorities.’
Dr Seán O’Reilly, IHBC director, confirmed that the IHBC would maintain its focus on effective, inclusive and transparent conservation. He said: ‘Our volunteers have worked hard to help people understand better the benefits – economic, cultural and social – of conserving our valued places, as well as the challenges. Legislative delays may slow progress but, like extra time, it can help us make sure the final result is the right result!.’
