The European Commission wants to gather views and additional information on the possible introduction of EU wide measures to achieve better environmental performance of buildings, and welcomes contributions from citizens, organisations and public authorities, with a closing date of 1 October.
The EC writes:
Resource use and related environmental impacts all along the life-cycle of buildings are in the scope. The consultation puts forward questions related to the problem definition as well as to possible policy options. It looks at both demand and supply side measures. The consultation offers an opportunity to all interested parties to express their views and to provide additional information to the European Commission
In the EU, buildings account for 42 percent of final energy consumption and 35 percent of greenhouse gas emissions whilst in use. 50 percent of all extracted materials are used in the construction and operation of our buildings. They are also responsible for 30 percent of water consumption and 30 percent of total generated waste during construction, demolition and renovation.
Improving construction techniques is therefore key to helping Europe become a more sustainable economy. Existing EU energy policy initiatives could be significantly enhanced by new policies relating to resource efficiency across the lifecycle of buildings.
