The Ministry of Housing, Communities and Local Government (MHCLG) has published a set of neighbourhood planning toolkits to help communities in England prepare and shape Neighbourhood Plans.

Neighbourhood planning gives communities the right to plan for and guide development in their area. These practical toolkits support communities to create and shape their places in response to both current and future challenges. They are intended for anyone involved in creating or supporting a neighbourhood plan in England. Each toolkit sets out, in detail, the processes and activities required to produce a neighbourhood plan, as well as providing best practice guidance.
