Planning appeals – procedural guide: For appeals relating to applications dated on or after 1 April 2026

A new planning appeals procedural guide for appeals outlines the new process for making an appeal to the Planning Inspectorate as a result of The Town and Country Planning (Appeals) (Written Representations Procedure) (England) (Amendment) Regulations 2026.

On 12 February a planning appeals procedural guide for appeals dated on or after April 1 2026. This guide outlines the new process for making an appeal to the Planning Inspectorate as a result of The Town and Country Planning (Appeals) (Written Representations Procedure) (England) (Amendment) Regulations 2026

The content of this document is guidance only with no legal status. However, everyone should follow the general principles, as will Inspectors who may adapt them as necessary for an individual appeal whilst ensuring that no party is prejudiced. It should be read alongside the Planning Practice Guidance published by the Ministry of Housing, Communities and Local Government (MHCLG).

Unless otherwise specified, this guidance applies to:

  • planning appeals
  • householder development appeals
  • minor commercial appeals
  • listed building appeals
  • advertisement appeals
  • discontinuance notice appeals.
