The Heritage Alliance on ‘What the Autumn Budget Means for the Heritage Sector’

Following the Autumn Budget The Heritage Alliance (THA) has developed a briefing providing an analysis of the most significant announcements within the budget for our sector.

THA writes:

Key Announcements Include:

  • The National Living Wage (NLW) will increase by 4.1% to £12.71 and the National Minimum Wage (NMW) will increase by 8.5% to £10.85 per hour.
  • Full funding for apprenticeships for eligible people under 25 in small and medium sized enterprises.
  • Recruitment of an extra 350 planners in England.
  • A new Local Growth Fund and Mayoral Revolving Growth Fund to unlock place-based investment.
  • New powers for Mayors to create Overnight Visitor Levies.
  • A ‘High Value Council Tax Surcharge’, with charges from £2,500-£7,500 per year for properties valued over £2m.
  • Permanently lower business rates for retail, hospitality and leisure businesses, offset by higher rates for properties with a rateable value over £500k.
  • A new spousal transfer for the £1 million IHT relief on agricultural property and business property.
