The IHBC has submitted responses to two consultations in December – both in the form of questionnaires – the CLG consultation on Community Infrastructure Levy, and the Property Factors (Scotland) Act, from the Scottish Government.
In Scotland the Branch Consultations Secretary, Richard Cartwright called for, among other things, inclusion in the proposals of ‘a requirement for a written Management Plan, setting out standards and frequencies for all regularly occurring maintenance issues, at least where a listed building or conservation area designation is involved.’
James Caird, the IHBC’s consultant consultations co-ordinator, highlighted the consultations panel’s concerns that ‘The whole system is undermined by the flaw that areas in greatest need of support will often be the ones in which will produce the smallest CIL returns.’
