BEFS seeks case studies for HE Bill evidence

Built Environment Forum Scotland (BEFS) – of which the IHBC is a member – is seeking examples of where things have gone well, and wrong, in historic environment management, as part of an initiative to gather on its website examples to inform the oral evidence BEFS will present on 15 September 2010 on Scotland’s Historic Environment Amendment Bill, currently before the Scottish Parliamen.

The Bill is designed as a ‘tightly focused technical amending Bill’ to improve management and protection of Scotland’s historic environment. It has been drafted with the intention of avoiding placing significant new burdens or duties on public or private bodies and to keep implementation costs low.  As such it is part of a range of initiatives being taken forward by Historic Scotland designed to streamline, simplify and clarify the system for protecting and managing the historic environment.

While strongly endorsing the Bill provisions, members of BEFS are supporting two additional items in the Bill:

– to provide for a responsibility on all public bodies to protect, enhance and have special regard to Scotland’s historic environment in exercising their duties, and

– to ensure that planning authorities have access and give special regard to appropriate information and expert advice on the local historic environment in exercising their duties.

BEFS is collating the evidence to help illustrate its case.
