Welsh Government issues draft Planning Bill

The Welsh Government has issued its draft Planning Bill for consultation which will close on 26 February 2014.

The draft Bill and supporting consultation paper, ‘Positive Planning: proposals to reform of the planning system in Wales’, outline a series of proposals which will improve the planning system to help deliver the homes, jobs and infrastructure that current and future generations need. The proposals include:

·   The introduction of a national development plan

·   A new tier of regional plan to address issues of more than local importance such as housing land supply

·   A new tier of applications, identified as being of national significance, which the Welsh Ministers would determine

·   The introduction of a Planning Advisory and Improvement Service to support skills and culture change.

·   A series of improvements to the development management and Local Development Plan system.
