England’s housing and regeneration quango the Homes and Communities Agency (HCA) has appointed an infrastructure finance expert as its new permanent chief executive.
HCA chairman Robert Napier has announced that Andy Rose had been appointed as chief executive and accounting officer of the agency. Rose replaces former chief Pat Ritchie, who announced her departure in November.
