Bright Blue Home growth: planning-free new storeys

All homeowners should be allowed to build an additional storey on their property without having to apply for planning permission, according to a book published by a group of Conservative modernisers, ‘Bright Blue’.

The book was unveiled by Bright Blue, a pressure group of Tory activists, councillors and MPs.

A chapter of the book, ‘For whom? Winning over aspiring voters in 2015’ by James O’Shaughnessy argues that the planning regime should be relaxed to ‘allow every homeowner to build an additional storey to their home, without planning permission and subject only to building regulations’.

The book also includes recommendations that government should: ‘Allow everyone who has never owned a home to buy any piece of unprotected land and build a home on it. Around 50 per cent of England is neither green belt, National Park, Site of Special Scientific Interest (SSSI), or under another form of protection. A fifth of that is already developed, and by increasing the amount of developed land from 10 per cent of the total to 12 per cent we would solve our housing needs.’
