A decision Notice dismissing an appeal by Weiss Development Company Limited against the list entry made by Historic Environment Scotland of City Sawmills Former office Building excluding later 20 Century addition at north, 124 Craighall Road Glasgovw(LB52614) has been published.
J Alasdair Edwards, Reporter appointed by the Scottish Ministers, writes:
…. the service of the BPN provided sufficient justification to overturn the previous caution of HES not to list. It
indicated that the council felt that there was an urgent need to protect the building following the initial decision of HES not to list solely because there was a live development proposal for the site. I agree that service of a BPN is an exceptional action which is undertaken only rarely when the need arises. Therefore, despite potentially frustrating the advancement of development proposals on the site, there was reasonable justification for HES to proceed to list the building in these circumstances.’…
‘In conclusion, I find that the building is of special architectural and historic interest. There are no factors which would justify the building not being listed. Consequently, the building should remain listed. To access the Decision Notice go to: https://www.dpea.scotland.gov.uk/CaseDetails.aspx?ID=125295
