HMRC VAT rise consultation breaks own rules

Sally Wainman has highlighted HMRC’s Code of Consultation states that consultations should be at least 12 weeks long, but the consultation on VAT is only 6 weeks long – and includes Easter –  severely impacting on capacity in the sector to gather information.
