IHBC’s newest ‘Toolbox’ Research Note out: ‘Change to Thatched Roofing Materials… in England’ – RN 2106/2

Toolbox Homepage imageThe IHBC has published the next in its programme of practice-led research notes with the release of Change to Thatched Roofing Materials Planning Policy and Planning Appeals in England’, (RN 2016/2) authored by IHBC’s Research consultant Bob Kindred, with the support of Alison Henry.

The Research Note looks at the interpretation of national planning policy guidance; the scope of sub-regional and local supplementary planning guidance; recent thatching appeals determined by the Planning Inspectorate from which the possible future direction of heritage management policy and practice can be considered.

Bob Kindred said: ‘I’m delighted this valuable work will be able to address concerns of the Institute’s members.’

‘It cover the effect of planning appeal decisions where changes to thatched roof coverings have been allowed resulting in either a change in the type of thatching material or a change to a different form of roof covering. This can have a detrimental impact on the appearance of the building, its setting and local distinctiveness, and may harm the building’s authenticity and significance. Such changes are also likely to be contrary to the principles enshrined in the National Planning Policy Framework.’

‘There has been a steep decline in the numbers of thatched buildings in England since the 19th Century prompting post-war government policy to ensure the continuation of this vernacular tradition. Where a significant legacy of such buildings survive this has been mirrored at local level by policy initiatives by local planning authorities Their assistance during the preparation of the report has been invaluable.‘

‘The IHBC hopes that members will forward any new thatching appeal cases when they arise to help to refine the content of a future edition of the Research Note.’

‘And of course the IHBC is particularly grateful for the insight and expertise of Alison Henry of Historic England for extensive and authoritative input to this Note.’
