{"id":9808,"date":"2015-03-18T14:07:29","date_gmt":"2015-03-18T14:07:29","guid":{"rendered":"http:\/\/ihbconline.co.uk\/newsachive\/?p=9808"},"modified":"2015-03-18T10:52:44","modified_gmt":"2015-03-18T10:52:44","slug":"housing-appeal-dismissed-for-landscape-impact","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=9808","title":{"rendered":"Housing appeal dismissed for landscape impact"},"content":{"rendered":"<p><span style=\"text-decoration: underline;\">Communities Secretary Eric Pickles has dismissed an appeal by Gladman Developments over a 94\u2014home scheme proposed for a field in community use in open countryside on the edge of Faringdon in Oxfordshire refused by the Vale of the White Horse District Counci<\/span>l.<\/p>\n<p><span style=\"text-decoration: underline;\">Planning Portal writes:<br \/>\n<\/span>The inspector who held the appeal, recovered because of its impact on the emerging Faringdon Neighbourhood Plan, had recommended the appeal should be allowed.<\/p>\n<p>The appeal site was in open countryside across a prominent hillside which Pickles acknowledged was \u2018a valued landscape\u2019 and as such ought to be protected according to the National Planning Policy Framework (NPPF).<\/p>\n<p>The Communities Secretary also gave \u2018moderate weight\u2019 to the harm the development would cause to the amenity value of the field, which he was satisfied was \u2018a valued open community space\u2019 and the subject of a separate application to the county council as a town green.<\/p>\n<p>Unlike the inspector, Pickles gave \u2018little weight\u2019 to policies in the emerging neighbourhood plan that identified the site as &#8216;local green space&#8217; and would restrict development outside the current town boundary because he noted the final detail of the plan was unresolved as an independent examiner had published a report after the appeal inquiry ended recommending those policies were deleted from the neighbourhood plan which was not yet the subject of a referendum.<\/p>\n<p>Pickles agreed with the inspector that the lack of a demonstrable five-year supply of housing land in the district added \u2018significant weight\u2019 in favour of allowing the appeal and that the provision of 40 per cent affordable housing was \u2018a significant benefit\u2019.<\/p>\n<p>However he dismissed the appeal after concluding that \u2018the adverse impacts in regard to landscape and amenities, together, would significantly and demonstrably outweigh the benefits when assessed against the policies in the NPPF taken as a whole\u2019.<\/p>\n<p><a href=\"https:\/\/www.gov.uk\/government\/publications\/recovered-appeal-highworth-road-faringdon-oxfordshire-sn7-7eg-ref-2210891-19-february-2015\" target=\"_blank\">Access the decision letter<\/a><\/p>\n<p><a href=\"http:\/\/www.planningportal.gov.uk\/general\/news\/stories\/2015\/Feb15\/260215\/260215_5\" target=\"_blank\">Search Planning Portal<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Communities Secretary Eric Pickles has dismissed an appeal by Gladman Developments over a 94\u2014home scheme proposed for a field in community use in open countryside on the edge of Faringdon in Oxfordshire refused by the Vale of the White Horse &hellip;
