{"id":9217,"date":"2014-12-27T15:09:42","date_gmt":"2014-12-27T15:09:42","guid":{"rendered":"http:\/\/ihbconline.co.uk\/newsachive\/?p=9217"},"modified":"2014-12-19T19:21:20","modified_gmt":"2014-12-19T19:21:20","slug":"royal-assent-for-wales-bill-introduces-welsh-government","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=9217","title":{"rendered":"Royal Assent for Wales Bill introduces \u2018Welsh Government\u2019"},"content":{"rendered":"<p><span style=\"text-decoration: underline;\">The Wales Bill 2014 has received Royal Assent, which introduces the Wales Act 2014, renames the \u2018Welsh Assembly Government\u2019 as the \u2018Welsh Government\u2019 and introduces new financial powers<\/span>.<\/p>\n<p><span style=\"text-decoration: underline;\">The Welsh Government writes<\/span>:<br \/>\nFirst Minister of Wales Carwyn Jones has today welcomed the Wales Bill receiving Royal Assent. Now called the Wales Act 2014, it delivers new financial powers for Wales by:<\/p>\n<ul>\n<li>enabling the National Assembly to develop Welsh taxes to replace UK stamp duty land tax and UK landfill tax;<\/li>\n<li>allowing Welsh Ministers to borrow up to \u00a3500 million to invest in capital projects, with further borrowing of up to \u00a3500 million to manage short-term budget fluctuations arising from tax devolution;<\/li>\n<li>establishing a mechanism to create new taxes on a case-by case basis; and<\/li>\n<li>granting the Assembly the power to call a referendum on the introduction of a Welsh rate of income tax.<\/li>\n<\/ul>\n<p>The Act also:<\/p>\n<ul>\n<li>provides for Assembly elections to take place every five years, thereby avoiding future Assembly elections clashing with Westminster elections;<\/li>\n<li>removes the restriction on standing as both a constituency and a regional candidate in an Assembly election, and provides that MPs are disqualified from being AMs;<\/li>\n<li>renames the \u2018Welsh Assembly Government\u2019 as the \u2018Welsh Government\u2019; and<\/li>\n<li>enables the Welsh Ministers to refer law reform proposals to the Law Commission directly.<em>\u00a0<\/em><\/li>\n<\/ul>\n<p><a href=\"http:\/\/wales.gov.uk\/newsroom\/firstminister\/2014\/141217-royal-assent-for-Wales-Bill\/?lang=en\" target=\"_blank\">News release<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Wales Bill 2014 has received Royal Assent, which introduces the Wales Act 2014, renames the \u2018Welsh Assembly Government\u2019 as the \u2018Welsh Government\u2019 and introduces new financial powers.
