{"id":8642,"date":"2014-10-01T17:21:16","date_gmt":"2014-10-01T16:21:16","guid":{"rendered":"http:\/\/ihbconline.co.uk\/newsachive\/?p=8642"},"modified":"2014-10-01T18:02:55","modified_gmt":"2014-10-01T17:02:55","slug":"key-cities-publish-bold-devolution-charter","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=8642","title":{"rendered":"Key Cities publish &#8216;bold&#8217; devolution charter"},"content":{"rendered":"<p><span style=\"text-decoration: underline;\">England\u2019s cities should have pooled budgets and freedom to allocate funds as they see fit, according to proposals <a href=\"http:\/\/keycities.co.uk\/Media\/Default\/PDFs\/Charter%20for%20Devolution%20Key%20Cities.pdf\">outlined in a \u2018bold devolution charter\u2019<\/a><\/span>.<\/p>\n<p><span style=\"text-decoration: underline;\">LocalGov writes<\/span>:<\/p>\n<p>Campaigners say a fundamental shift is need to empower cities through greater powers to implement local taxes, regulate buses and sweat publicly owned assets.<\/p>\n<p>The charter has been drawn up by Key Cities, a group representing 23 mid-sized cities including Southampton, Hull, Wolverhampton and Milton Keynes.<\/p>\n<p>It calls for \u2018single city budgets\u2019 pooling public funds into one block for a fixed five-year period so that city leaders are \u2018free to allocate funds without interference from Whitehall red tape\u2019.<\/p>\n<p>Cllr Paul Watson, chair of the Key Cities Group and leader of Sunderland City Council, said: \u2018All of the political parties talk a good game around both devolution and economic growth outside of London.<\/p>\n<p>\u2018At Key Cities, we\u2019ve taken their rhetoric and made sense of it for 23 cities covering the length and breadth of the country, creating a test bed for innovative and ambitious policy.<\/p>\n<p>\u2018Despite all the rhetoric, we have not seen any devolution to our cities.
