{"id":7649,"date":"2014-05-16T17:56:10","date_gmt":"2014-05-16T16:56:10","guid":{"rendered":"http:\/\/ihbconline.co.uk\/newsachive\/?p=7649"},"modified":"2014-05-16T17:56:10","modified_gmt":"2014-05-16T16:56:10","slug":"ministerial-scrutiny-for-culloden-proposals-from-spp-updates","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=7649","title":{"rendered":"Ministerial scrutiny for Culloden proposals from SPP updates"},"content":{"rendered":"<p><span style=\"text-decoration: underline;\">Scotland\u2019s Highland Council has been alerted by Scottish Ministers that should the Council be minded to approve two recent planning applications for new housing near Culloden battlefield, Ministers reserve the right to have them called in due to their potential to raise issues of national significance in the context of updates to the Scottish Planning Policy (SPP)<\/span>.<\/p>\n<p><span style=\"text-decoration: underline;\">The Scottish Government writes:<br \/>\n<\/span>Scottish Ministers have written to the Highland Council directing that two current planning applications on sites near the historic Culloden battlefield should be notified to Scottish Ministers should the council be minded to approve.<\/p>\n<p>In the event that the council wishes to approve the applications for residential development, they will now be duty bound to notify the applications to Ministers in the first instance.<\/p>\n<p>This provides Ministers with the opportunity to consider whether the developments proposed raise issues of national significance that would warrant the applications being called in for a decision to be taken at a national rather than local authority level.<\/p>\n<p>Scotland\u2019s Planning Minister Derek Mackay said:\u00a0 \u2018We value our historic battlefields, which tell the story of our nation\u2019s past and continue to be a place of interest and importance for Scots and visitors alike.<\/p>\n<p>\u2018This is why we have taken the decision to issue notification directions to the Highland Council should they wish to approve the outstanding planning applications to build homes near Culloden battlefield.\u00a0 This direction does not commit Scottish Ministers to calling in any such application, but it does reserve their right to intervene.<\/p>\n<p>\u2018We have also set out proposals that will update Scottish Planning Policy to reflect more recent legislation on the protection and management of battlefields.<\/p>\n<p>\u2018Our draft policy, which we consulted on in 2013, makes it clear that planning authorities should protect, conserve and, where appropriate, seek to enhance the key landscape characteristics and special qualities of sites on the current inventory of historic battlefields.\u00a0 The finalised Scottish Planning Policy will be published in June 2014.\u2019<\/p>\n<p><a href=\"http:\/\/news.scotland.gov.uk\/News\/Culloden-planning-application-scrutiny-c41.aspx\" target=\"_blank\">News release<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Scotland\u2019s Highland Council has been alerted by Scottish Ministers that should the Council be minded to approve two recent planning applications for new housing near Culloden battlefield, Ministers reserve the right to have them called in due to their potential &hellip;
