{"id":6690,"date":"2013-11-01T17:47:35","date_gmt":"2013-11-01T17:47:35","guid":{"rendered":"http:\/\/ihbconline.co.uk\/newsachive\/?p=6690"},"modified":"2013-11-01T17:47:35","modified_gmt":"2013-11-01T17:47:35","slug":"houses-of-parliament-renewal-itts-update","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=6690","title":{"rendered":"Houses of Parliament renewal: ITTs update"},"content":{"rendered":"<p><span style=\"text-decoration: underline;\">The August update on the Options Appraisal Procurement on the restoration and renewal of the Palace of Westminster reports on the formal Invitation to Tender (ITT) to shortlisted bidders.<\/span><\/p>\n<p><span style=\"text-decoration: underline;\">The Parliament\u2019s web site reports:<br \/>\n<\/span>The procurement process began in May 2013 with the issue of a Contract Notice and Pre Qualification Questionnaire (PQQ) to potential bidders. Deadline for PQQ submissions, which enable the evaluation of a potential bidder\u2019s eligibility using technical, financial and legal criteria, was 14 June 2013.<\/p>\n<p>The standard of the applications received was high, with all tenderers demonstrating a good understanding of the requirements.\u00a0\u00a0The successful bidder will be tasked with examining the costs, benefits, risks and general feasibility of three possible approaches to the restoration and renewal of the Palace, which are:<\/p>\n<p style=\"padding-left: 30px;\">\u00b7\u00a0\u00a0\u00a0continuing repairs and replacement of the fabric and systems of the Palace over an indefinite period of time<\/p>\n<p style=\"padding-left: 30px;\">\u00b7\u00a0\u00a0\u00a0a defined, rolling programme of more substantial repairs and replacement over a long period, but still working around continued use of the Palace<\/p>\n<p style=\"padding-left: 30px;\">\u00b7\u00a0\u00a0\u00a0scheduling the works over a more concentrated period with parliamentary activities moved elsewhere to allow unrestricted access to the Palace for the delivery of the works.<\/p>\n<p>The contract is due to be awarded in December 2013 and the appraisal is expected to be completed in 2014.The procurement process conforms to public procurement law (Public Contracts Regulations 2006) and public sector procurement best practice.<\/p>\n<p><span style=\"text-decoration: underline;\">For the background see<\/span>: <a href=\"http:\/\/www.parliament.uk\/about\/living-heritage\/building\/restoration-project\/background\/\" target=\"_blank\">LINK<\/a><\/p>\n<p><span style=\"text-decoration: underline;\">For the pre-feasibility study see<\/span>: <a href=\"http:\/\/www.parliament.uk\/documents\/commons-commission\/PED-Modernisation-Report-Oct12.pdf\" target=\"_blank\">LINK<\/a><\/p>\n<p><span style=\"text-decoration: underline;\">UK Parliament News<\/span>: <a href=\"http:\/\/www.parliament.uk\/about\/living-heritage\/building\/restoration-project\/news\/procurement-update\/\" target=\"_blank\">LINK<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The August update on the Options Appraisal Procurement on the restoration and renewal of the Palace of Westminster reports on the formal Invitation to Tender (ITT) to shortlisted bidders.
