Winning over aspiring voters in 2015\u2019 by James O\u2019Shaughnessy argues that the planning regime should be relaxed to \u2018allow every homeowner to build an additional storey to their home, without planning permission and subject only to building regulations\u2019.<\/p>\n<p>The book also includes recommendations that government should: \u2018Allow everyone who has never owned a home to buy any piece of unprotected land and build a home on it. Around 50 per cent of England is neither green belt, National Park, Site of Special Scientific Interest (SSSI), or under another form of protection.
