{"id":46701,"date":"2026-05-12T16:16:00","date_gmt":"2026-05-12T15:16:00","guid":{"rendered":"https:\/\/newsblogs.ihbc.org.uk\/?p=46701"},"modified":"2026-05-12T14:57:52","modified_gmt":"2026-05-12T13:57:52","slug":"spotlighting-ihbcs-latest-council-on-local-government-conservation-ihbc-trustee-serena-cardozo-her-manager-highlight-public-practices-potential-to-help-local-services","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=46701","title":{"rendered":"Spotlighting IHBC\u2019s latest Council, on local government conservation: IHBC trustee Serena Cardozo (&#038; her manager) highlight Public Practice\u2019s potential to help local services"},"content":{"rendered":"\n<p>IHBC\u2019s latest Council received impressively positive feedback, but was very busy, so this NewsBlog post spotlights a paper easily missed in this part of our \u2018exploration of conservation services\u2019 \u2013 in advance of a light-touch survey \u2013 all part of the response to our Parliamentary \u2018<a href=\"https:\/\/newsblogs.ihbc.org.uk\/?p=45006\">5 Commitments to Help Heritage Skills in Conservation<\/a>\u2026\u2019.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>IHBC Director Se\u00e1n O\u2019Reilly said: \u2018At Council we had a very tight timetable.&nbsp; While that feature was welcomed by many, it did mean we had to move rapidly.&nbsp; So we\u2019re doing a suite of NewsBlog spotlights on some key resources from the day, where we can.\u2019<\/p>\n\n\n\n<p>\u2018As you know, IHBC\u2019s Council is a members only, live event, which helps the \u2018<a href=\"https:\/\/www.chathamhouse.org\/about-us\/chatham-house-rule\">Chatham House<\/a>\u2019-styled discussions, so we can\u2019t make all public.&nbsp; But of course, where we can do that by agreement, we will.\u2019<\/p>\n\n\n\n<p>For this NewsBlog we\u2019re spotlighting the commentary from IHBC Trustee Serena Cardozo, Principal Conservation Officer at Uttlesford District Council (UDC): <em>&#8216;From private sector architect to<\/em> <em>local authority conservation officer, <\/em>via <em>Public Practice&#8217;,<\/em> which includes a tellingly supportive contribution from her manager.<\/p>\n\n\n\n<p>As Serena explains: \u2018My transition from private sector architect to local authority conservation officer was made possible through the <a href=\"https:\/\/www.publicpractice.org.uk\/calendar\/associate-programme\">Public Practice Associate Programme<\/a>, a unique initiative that connects experienced built environment professionals with public sector placemaking roles.\u2019<\/p>\n\n\n\n<p>Serena also notes that: \u2018Nigel Brown, Head of Development Management and Enforcement at UDC, shared his thoughts, stating: \u2018This private sector ethos also provides a solution-led pragmatic approach which<\/p>\n\n\n\n<p>sometimes can be lost in the public sector. Although the candidate and the role may not align perfectly, by definition the candidates are experienced and of a medium\/high level of experience and can be quick and agile to being effective in their new public sector roles.\u2019<\/p>\n\n\n\n<p>Serena concludes that: \u2018My own transition into the public sector has been overwhelmingly positive, and I am now approaching three years at UDC. Stepping into a slightly different professional role has been both challenging and rewarding, requiring me to grow my technical knowledge while adapting to the pace, culture and decision-making processes of local government. My colleagues have been consistently supportive, and many have expressed the value of having a conservation officer with architectural experience, particularly when navigating complex design discussions with applicants.
