{"id":4417,"date":"2012-07-06T15:58:13","date_gmt":"2012-07-06T15:58:13","guid":{"rendered":"http:\/\/ihbconline.co.uk\/newsachive\/?p=4417"},"modified":"2012-07-06T15:58:13","modified_gmt":"2012-07-06T15:58:13","slug":"rcahms-future-business-case-sought-for-merger-with-hs","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=4417","title":{"rendered":"RCAHMS\u2019 future: Business case sought for merger with HS"},"content":{"rendered":"<p><span style=\"text-decoration: underline;\">The options appraisal on how best to secure the functions of the Royal Commission on the Ancient and Historical Monuments of Scotland (RCAHMS) was published on 4 July, as the Scottish government seeks a detailed business case for a merger between RCAHMS and Historic Scotland (HS).<\/span><\/p>\n<p><span style=\"text-decoration: underline;\">The Scottish Government writes<\/span>:<br \/>\nA merger would place RCAHMS\u2019 functions on a statutory basis, requiring primary legislation, so the change will take some time to complete.<\/p>\n<p>The detailed business case will be prepared by the autumn and will set out a timeline for change, which is likely to include a Bill in the 2013\/14 Parliamentary session.<\/p>\n<p>Following the options appraisal, Cabinet Secretary for Culture and External Affairs Fiona Hyslop is seeking a detailed business case for a merger between RCAHMS and Historic Scotland.<\/p>\n<p>Ms Hyslop said: \u2018The functions of RCAHMS &#8211; to survey and analyse the built environment, as well as conserve their established collections &#8211; are vital in securing Scotland\u2019s built heritage for future generations.
