Spencer (M&amp;S) \u2018to bulldoze and redevelop its flagship central London store\u2019, while offering further analysis of its conservation context.<\/h3>\n<h6><em>image:\u00a0Gary Rogers \/ <a href=\"https:\/\/upload.wikimedia.org\/wikipedia\/commons\/f\/f0\/Marks_and_Spencer_-_geograph.org.uk_-_1466040.jpg\" target=\"_blank\" rel=\"noopener\">Marks and Spencer<\/a>\u00a0Commons Wikimedia\u00a0<\/em><\/h6>\n<p><!--more--><\/p>\n<h2 style=\"padding-left: 40px;\"><em><span style=\"color: #800080;\">\u2026 the importance of the requirement for the planning system to encourage reuse\u2026<\/span><\/em><\/h2>\n<p>Crispin Edwards, IHBC\u2019s Green Panel lead, said: \u2018The IHBC welcomes this support for addressing climate change by improving the energy performance of existing buildings, as well as shaping places to enable sustainable lifestyles.\u2019<\/p>\n<p>\u2018Along with other issues, this case illustrates the complexity of assessing the whole-life net carbon emissions balance between refurbishing existing buildings and building anew.\u2019<\/p>\n<p>\u2018The decision report highlighted that proposed payments for off-site carbon reductions, required by local plan policies, have not been demonstrated to actually offset the net carbon emissions of the development.\u2019<\/p>\n<p>\u2018Overall, the Secretary of State has underlined the importance of the requirement for the planning system to encourage reuse of existing resources, including converting existing buildings.\u2019<\/p>\n<p>IHBC Policy Secretary, Roy Lewis, added: \u2018Whilst some commentators have focused on this decision as a victory for retention and re-use over redevelopment, it should be noted that great weight was given in the planning balance to harm to the settings of various designated heritage assets including the adjacent Grade II* listed Selfridges building and the nearby Stratford Place Conservation Area.\u00a0 Such harm was not outweighed by public benefits.\u2019<\/p>\n<p>\u2018Furthermore, the Secretary of State considered that harm from the loss of the non-designated heritage asset of Orchard House (the block on the corner of Oxford Street and Orchard Street) constructed 1929-30, attracted substantial weight.\u00a0 As such the decision does not hinge solely on sustainability issues.\u2019<\/p>\n<p>See the <a href=\"https:\/\/newsblogs.ihbc.org.uk\/?p=37054\" target=\"_blank\" rel=\"noopener\">IHBC NewsBlogs<\/a> and for more background on M&amp;S heritage matters see the\u00a0 <a href=\"https:\/\/newsblogs.ihbc.org.uk\/?s=M%26S\">NewsBlog<\/a><\/p>\n<p><a href=\"https:\/\/eepurl.com\/g4iRo1\">SIGN UP HERE<\/a>\u00a0to receive the FREE Newsblog alerts<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The IHBC has formally welcomed the decision by Communities Secretary Michael Gove to block plans by Marks &amp;
