For applications received from 5 January 2023, Agreement Holders will have 3 years to complete capital works.<\/li>\n<li>Land in a Site of Special Scientific Interest (<abbr title=\"site of special scientific interest\">SSSI<\/abbr>) or Scheduled Monument is now eligible for capital items if the land is already covered by an existing\u00a0<abbr title=\"Countryside Stewardship\">CS<\/abbr>\u00a0or Environmental Stewardship (<abbr title=\"Environmental Stewardship\">ES<\/abbr>) agreement.<\/li>\n<li>We are applying more proportionate reductions where claims are received late. Instead of a 100% reduction for being one day late, the reduction will be scaled according to how late the claim is.<\/li>\n<\/ol>\n<h2 id=\"about-the-woodland-management-plan-grant\"><span class=\"number\">2.\u00a0<\/span>About the Woodland Management Plan grant<\/h2>\n<p>The\u00a0<abbr title=\"Countryside Stewardship\">CS<\/abbr>\u00a0<abbr title=\"Woodland Management Plan\">WMP<\/abbr>\u00a0grant is a capital grant under which you can apply for a one-off payment to create a UK Forestry Standard (<abbr title=\"UK Forestry Standard\">UKFS<\/abbr>) compliant 10-year\u00a0<abbr title=\"Woodland Management Plan\">WMP<\/abbr>.<\/p>\n<p>You must have a binding\u00a0<abbr title=\"Countryside Stewardship\">CS<\/abbr>\u00a0agreement for your\u00a0<abbr title=\"Woodland Management Plan\">WMP<\/abbr>\u00a0(which means you\u2019ve applied, been offered and accepted an agreement) before you can start work on your\u00a0<abbr title=\"Woodland Management Plan\">WMP<\/abbr>.<\/p>\n<h2 id=\"what-woodland-management-plans-are\"><span class=\"number\">2.1\u00a0<\/span>What Woodland Management Plans are<\/h2>\n<p>Your\u00a0<abbr title=\"Woodland Management Plan\">WMP<\/abbr>\u00a0must set out the management intentions for your woodland for at least 10 years. It must also be fully compliant with the\u00a0<a class=\"govuk-link\" href=\"https:\/\/www.gov.uk\/government\/publications\/the-uk-forestry-standard\"><abbr title=\"UK Forestry Standard\">UKFS<\/abbr><\/a>. Read\u00a0<a class=\"govuk-link\" href=\"https:\/\/www.gov.uk\/guidance\/create-a-woodland-management-plan\">create a woodland management plan<\/a>\u00a0to find technical guidance on the production and content of a\u00a0<abbr title=\"Woodland Management Plan\">WMP<\/abbr>.<\/p>\n<p>Your plan must be approved by the Forestry Commission before you can apply for\u00a0<abbr title=\"Countryside Stewardship\">CS<\/abbr>\u00a0Higher Tier support to deliver your plan under the Higher Tier element.<\/p>\n<h2 id=\"woodland-management-plan-agreements-and-cs-higher-tier\"><span class=\"number\">2.2\u00a0<\/span>Woodland Management Plan agreements and\u00a0<abbr title=\"Countryside Stewardship\">CS<\/abbr>\u00a0Higher Tier<\/h2>\n<p>You must have a\u00a0<abbr title=\"Woodland Management Plan\">WMP<\/abbr>\u00a0approved by the Forestry Commission before you can apply for woodland support under the Higher Tier element of\u00a0<abbr title=\"Countryside Stewardship\">CS<\/abbr>. This is the case whether the\u00a0<abbr title=\"Countryside Stewardship\">CS<\/abbr>\u00a0Higher Tier application is for woodland only or woodland in a \u2018mixed\u2019 agreement (an agreement that includes woodland and agricultural-environment land).<\/p>\n<p>The\u00a0<abbr title=\"Woodland Management Plan\">WMP<\/abbr>\u00a0must be approved (or approved in principle) on or before the deadline for initial\u00a0<abbr title=\"Countryside Stewardship\">CS<\/abbr>\u00a0Higher Tier applications (28 April 2023). If the\u00a0<abbr title=\"Woodland Management Plan\">WMP<\/abbr>\u00a0is only approved in principle at the time the initial\u00a0<abbr title=\"Countryside Stewardship\">CS<\/abbr>\u00a0Higher Tier application is made, the plan must be fully approved (including felling licence in place) by the deadline for final\u00a0<abbr title=\"Countryside Stewardship\">CS<\/abbr>\u00a0Higher Tier applications.<\/p>\n<p>\u2018Approved in principle\u2019 means that approval of the plan depends on any accompanying felling licence permission being in place, which can often take longer than approval of the\u00a0<abbr title=\"Woodland Management Plan\">WMP<\/abbr>. This is because of the requirement to publish felling proposals on a public register for 28 days.<\/p>\n<p>To make sure there is opportunity for a\u00a0<abbr title=\"Woodland Management Plan\">WMP<\/abbr>\u00a0to be at least approved in principle in time for an initial Higher Tier application, you should submit your draft\u00a0<abbr title=\"Woodland Management Plan\">WMP<\/abbr>\u00a0to the Forestry Commission by 31 December of the year before the Higher Tier application will be made.<\/p>\n<h2 id=\"land-in-environmental-stewardship-agreements\"><span class=\"number\">2.3\u00a0<\/span>Land in Environmental Stewardship agreements<\/h2>\n<p>You can make a\u00a0<abbr title=\"Woodland Management Plan\">WMP<\/abbr>\u00a0grant application on land that is already included in an existing\u00a0<abbr title=\"Environmental Stewardship\">ES<\/abbr>\u00a0agreement, if preparation of a\u00a0<abbr title=\"Woodland Management Plan\">WMP<\/abbr>\u00a0is not a requirement of the\u00a0<abbr title=\"Environmental Stewardship\">ES<\/abbr>\u00a0agreement.<\/p>\n<p>However, you cannot enter land in an existing\u00a0<a class=\"govuk-link\" href=\"https:\/\/www.gov.uk\/guidance\/higher-level-stewardship-hls-2022-agreement-extension\"><abbr title=\"Environmental Stewardship\">ES<\/abbr>\u00a0agreement<\/a>\u00a0into\u00a0<abbr title=\"Countryside Stewardship\">CS<\/abbr>\u00a0Higher Tier, unless it included HC7 or HC8 on woodland that will end before the Higher Tier agreement starts. Those parcels can be included into\u00a0<abbr title=\"Countryside Stewardship\">CS<\/abbr>\u00a0Higher Tier because those options cannot be included in an\u00a0<abbr title=\"Environmental Stewardship\">ES<\/abbr>\u00a0extension.<\/p>\n<h2 id=\"when-to-apply\"><span class=\"number\">2.4\u00a0<\/span>When to apply<\/h2>\n<p>You can apply at any time. The grant is available throughout the year subject to sufficient budget. Read section 4 for information on how to apply for a\u00a0<abbr title=\"Woodland Management Plan\">WMP<\/abbr>.<\/p>\n<p>If you accept an agreement that we have offered to you, you will then need to produce a draft\u00a0<abbr title=\"Woodland Management Plan\">WMP<\/abbr>. The standards and procedures the plan must follow are set out in\u00a0<a class=\"govuk-link\" href=\"https:\/\/www.gov.uk\/guidance\/create-a-woodland-management-plan\">create a woodland management plan.<\/a><\/p>\n<p>If you are writing a\u00a0<abbr title=\"Woodland Management Plan\">WMP<\/abbr>\u00a0with grant funding\u00a0<a class=\"govuk-link\" href=\"https:\/\/www.gov.uk\/countryside-stewardship-grants\/woodland-management-plan-pa3\">(PA3) Woodland Management Plan<\/a>, you need to have your grant agreement in place before you start work on your plan.<\/p>\n<h2 id=\"what-youll-get-paid\"><span class=\"number\">2.5\u00a0<\/span>What you\u2019ll get paid<\/h2>\n<p>The payment rates and conditions help to make sure that the plans we approve provide value for money. The payment rates and conditions help to make sure that the plans we approve provide value for money.<\/p>\n<p>We calculate the amount to be paid using the total area of eligible woodland on the holding. This can include a maximum of 20% newly planted woodland (this is woodland that is under 10 years old at the time of application).
