{"id":3493,"date":"2011-12-16T16:19:21","date_gmt":"2011-12-16T16:19:21","guid":{"rendered":"http:\/\/ihbconline.co.uk\/newsachive\/?p=3493"},"modified":"2011-12-16T16:19:21","modified_gmt":"2011-12-16T16:19:21","slug":"mixed-response-to-portas","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=3493","title":{"rendered":"Mixed response to Portas"},"content":{"rendered":"<p id=\"yui_3_2_0_1_1324051639646146\"><strong id=\"yui_3_2_0_1_1324051639646140\"><br \/>\n<\/strong><\/p>\n<p><span style=\"text-decoration: underline;\">Planners have welcomed the publication of the final report from shopping guru Mary Portas who was commissioned by the Government to review the future of the High Street.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p>However, the Planning Officers Society (POS) has argued that most of the planning initiatives and new powers recommended by the report are unnecessary.<\/p>\n<p>&nbsp;<\/p>\n<p>The report proposed that the Communities Secretary should have \u2018exceptional sign off\u2019\u00a0for all new out-of-town developments and require\u00a0all large new developments to have an \u2018affordable\u00a0shops\u2019 quota.<\/p>\n<p>&nbsp;<\/p>\n<p>POS spokesman John Silvester said: \u2018The Secretary of State already has intervention powers if they choose to use them; what would be wrong, in my view, is a blanket approach to requiring the SoS to determine all such proposals. Such powers need to be used as and when appropriate.\u2019<\/p>\n<p>&nbsp;<\/p>\n<p>The report also said that a<em> <\/em>presumption in favour of town\u00a0centre development \u2018should be explicit\u2019 in the wording of the<em>\u00a0<\/em>National Planning Policy Framework.<\/p>\n<p>&nbsp;<\/p>\n<p>The POS has also queried the report\u2019s recommendation for changes to the Use Classes regime to make it easier to establish new retail floor space.
