{"id":3297,"date":"2011-10-20T16:28:15","date_gmt":"2011-10-20T16:28:15","guid":{"rendered":"http:\/\/ihbconline.co.uk\/newsachive\/?p=3297"},"modified":"2011-10-20T16:28:15","modified_gmt":"2011-10-20T16:28:15","slug":"ihbc%e2%80%99s-nppf-submission-%e2%80%98yes-no-no-yes%e2%80%99","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=3297","title":{"rendered":"IHBC\u2019s NPPF submission: \u2018Yes&#8230;, No&#8230;, No&#8230;, Yes\u2019!"},"content":{"rendered":"<p><strong id=\"yui_3_2_0_1_13191030837731072\"><br \/>\n<\/strong><\/p>\n<p><span style=\"text-decoration: underline;\">The Institute of Historic Building Conservation (IHBC), the UK\u2019s professional body for built and historic environment conservation specialists, has submitted its qualified support for England\u2019s National Planning Policy Framework (NPPF), as the IHBC\u2019s Chair says to government: &#8216;Yes\u2019, to the presumption in favour of sustainable development, but \u2018No\u2019, to its ambiguous interpretation; \u2018No\u2019, because of uncertainties over supporting guidance, capacity and skills, though \u2018Yes\u2019 to the idea that the &#8216;smaller policy&#8217; can work.<\/span><\/p>\n<p><span style=\"font-family: Verdana;\"><span style=\"text-decoration: underline;\"><br \/>\n<\/span><\/span><\/p>\n<p>IHBC Chair Jo Evans said: \u2018We do think that having a presumption in favour of sustainable development is a positive step forward from the existing, simplistic position of just favouring development, and that can be warmly welcomed\u2019.<\/p>\n<p>&nbsp;<\/p>\n<p>\u2018But we are also very concerned about the interpretation of sustainable development, not least as we think it may contravene agreements across the UK&#8217;s devolved government, a point we raised with the Parliamentary Committee examining the document.\u2019<\/p>\n<p>&nbsp;<\/p>\n<p>\u2018Also, the reduced policy document cannot be successful without addressing three major unknowns: detailed policy to underpin the NPPF; capacity in local authorities to manage it, and skills across the public and private sectors to interpret it.\u00a0 That said, we do strongly support the direction of the government to reduce and simplify planning policy in this way.\u2019<\/p>\n<p>&nbsp;<\/p>\n<p>\u2018So it is a \u2018<em>Yes; No; No; Yes<\/em>\u2019 from the IHBC \u2018<\/p>\n<p><span style=\"font-family: Verdana;\"><span style=\"text-decoration: underline;\"><br \/>\n<\/span><\/span><\/p>\n<p>IHBC President Trefor Thorpe said: \u2018The IHBC has successfully developed its own stance on this issue; one that chimes with the Government&#8217;s desire to encourage regeneration and employment, whilst demanding adequate protection for the built historic environment through the encouragement of good quality support and services for heritage area and building care and renewal.\u2019<\/p>\n<p>&nbsp;<\/p>\n<p>The IHBC\u2019s response identified key needs for the success of the NPPF, including:<\/p>\n<p>&nbsp;<\/p>\n<p>\u00b7\u00a0\u00a0 the interpretation of &#8216;sustainable development&#8217;
