{"id":32810,"date":"2022-03-18T16:34:45","date_gmt":"2022-03-18T16:34:45","guid":{"rendered":"https:\/\/newsblogsnew.ihbc.org.uk\/?p=32810"},"modified":"2022-03-18T16:34:45","modified_gmt":"2022-03-18T16:34:45","slug":"research-carbon-reduction-measures-should-be-led-locally","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=32810","title":{"rendered":"Research: Carbon reduction measures should be led locally"},"content":{"rendered":"<h3><img loading=\"lazy\" decoding=\"async\" class=\"alignright  wp-image-31568\" src=\"https:\/\/newsblogs.ihbc.org.uk\/wp-content\/uploads\/2021\/10\/flats_houses_graphic_green.png\" alt=\"\" width=\"301\" height=\"170\" \/>New research published by PwC has found that \u2018place-based\u2019 carbon reduction measures led by UK cities and towns would produce far better environmental, economic and social results, and will have a lower cost compared to a national \u2018one size fits all\u2019 approach.<\/h3>\n<h6><em>image: for illustration purposes only<\/em><\/h6>\n<p><!--more--><\/p>\n<h2 style=\"padding-left: 40px;\"><em><span style=\"color: #800080;\">\u2026 report finds that there are significant barriers in the way of effective place-based approaches\u2026<\/span><\/em><\/h2>\n<p>UK Reasearch &amp; Innovation reports:<\/p>\n<p>A report is published today by PwC: <a href=\"https:\/\/www.ukri.org\/publications\/accelerating-net-zero-delivery\/\">accelerating net zero delivery: unlocking the benefits of climate action in UK city-regions<\/a>.<\/p>\n<p>The report describes the findings of the research commissioned by Innovate UK and carried out by PwC with:<\/p>\n<ul>\n<li>Otley Energy<\/li>\n<li>University of Leeds.<\/li>\n<\/ul>\n<h2>Leading edge economic modelling<\/h2>\n<p>The study uses leading edge economic modelling, focusing on six city-regions with different characteristics.<\/p>\n<p>It compares the costs and benefits of a \u2018place-specific\u2019 approach compared to a \u2018place-agnostic\u2019 approach when delivering low-carbon measures and projects in the buildings and transport sectors.<\/p>\n<p>It shows that when city?regions are able to adopt the most socially cost-effective combination of low-carbon measures based on local characteristics, needs and opportunities, far less investment is needed.<\/p>\n<p>It also creates nearly double the energy savings and social benefit.<\/p>\n<h2>Place-agnostic vs place-specific<\/h2>\n<p>With a place-agnostic approach it would take \u00a3195 billion of investment in things like heat pumps, insulation and electric vehicles, to meet the targets set out in the sixth carbon budget.<\/p>\n<p>It would release \u00a357 billion of energy savings, and \u00a3444 billion of wider social benefits over the next 30 years.<\/p>\n<p>By contrast, under a scenario taking a place-specific approach, just \u00a358 billion of investment would be needed to meet the same targets.<\/p>\n<p>In the process it would generate \u00a3108 billion of energy savings for consumers, and \u00a3825 billion of wider social benefits over the next 30 years.<\/p>\n<h2>Costs and benefits<\/h2>\n<p>The research studied the costs and benefits of adopting differing mixes of low carbon measures in six city regions across the UK:<\/p>\n<ul>\n<li>Belfast<\/li>\n<li>Cambridgeshire and Peterborough<\/li>\n<li>Glasgow<\/li>\n<li>Greater Manchester<\/li>\n<li>Liverpool<\/li>\n<li>Swansea Bay.<\/li>\n<\/ul>\n<p>A wide range of low-carbon measures were analysed including:<\/p>\n<ul>\n<li>electrification of transport and freight<\/li>\n<li>local and district heating networks<\/li>\n<li>building insulation and energy efficiency<\/li>\n<li>promoting cycling and walking.<\/li>\n<\/ul>\n<p>A place-based approach could mean, for example:<\/p>\n<ul>\n<li>a city with mostly Victorian building stock prioritising measures to improve glazing and insulation<\/li>\n<li>an urban area with high traffic levels focusing on active or public travel measures that improve air quality as well as carbon reduction.<\/li>\n<\/ul>\n<h2>New delivery framework<\/h2>\n<p>However, the report finds that there are significant barriers in the way of effective place-based approaches to realise these benefits.<\/p>\n<p>It calls for a new delivery framework to coordinate local delivery with national policy, taking a whole-systems approach.<\/p>\n<p>Such a framework would include:<\/p>\n<ul>\n<li>a revised governance model<\/li>\n<li>consistent portfolio design and management approaches<\/li>\n<li>refreshed funding and finance instruments<\/li>\n<li>targeted development of skills and capacity.<\/li>\n<\/ul>\n<h2>Report recommendations<\/h2>\n<p>The report includes recommendations for national and local government, businesses and investors. They include:<\/p>\n<ul>\n<li>central government to give devolved and local government a clear mandate:\n<ul>\n<li>for local net zero delivery where aligned to their responsibilities in housing, building and local transport<\/li>\n<li>to design and implement a national delivery framework that supports enhanced local net zero action as part of a whole-system approach<\/li>\n<\/ul>\n<\/li>\n<li>local government to take accountability for net zero portfolios for buildings and transport, identify the most appropriate measures to take for each place and coordinate with local businesses and communities to prioritise opportunities<\/li>\n<li>businesses to engage with local low-carbon planning and portfolios, and develop business models, products, services, skills, and financing solutions that can deliver local objectives<\/li>\n<li>investors to engage with government on investment priorities and strategies, and investigate local net zero financing opportunities.<\/li>\n<\/ul>\n<h2>Working together to achieve net zero<\/h2>\n<p>Speaking at a pre-publication event, Lord Callanan, Minister for Business, Energy and Corporate Responsibility, said:<\/p>\n<p>\u201cToday\u2019s research provides some useful insights into how national and local government can work together to achieve net zero. It\u2019s particularly significant because this is the first time that social and economic benefits of place-based net zero delivery have been modelled. I know that this novel research will not only be of interest to policymakers but to planners, businesses, communities, and to investors.<\/p>\n<h2>Missing piece of the puzzle<\/h2>\n<p>Rob Saunders, director of UK Research and Innovation (UKRI)\u2019s prospering from the energy revolution programme at Innovate UK, said:<\/p>\n<p>\u201cBuilding on the government\u2019s net zero strategy, this study presents the missing piece of the puzzle for accelerating net zero delivery in UK city-regions. It makes a powerful economic case for localised approaches and supports government planning for how place-based delivery could work, potentially enabling projects worth billions of pounds to bring better net zero lives for residents across the UK.<\/p>\n<h2>Powerful economic case for climate action<\/h2>\n<p>Dan Dowling, Partner at PwC UK, said:<\/p>\n<p>\u201cOur research highlights the powerful economic case for local climate action.
