{"id":3193,"date":"2011-09-27T17:02:42","date_gmt":"2011-09-27T17:02:42","guid":{"rendered":"http:\/\/ihbconline.co.uk\/newsachive\/?p=3193"},"modified":"2011-09-27T17:02:42","modified_gmt":"2011-09-27T17:02:42","slug":"scotland%e2%80%99s-%e2%80%98modernised%e2%80%99-planning-reviewed","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=3193","title":{"rendered":"Scotland\u2019s \u2018Modernised\u2019 Planning reviewed"},"content":{"rendered":"<p id=\"yui_3_2_0_1_13170433849911478\"><strong id=\"yui_3_2_0_1_13170433849911472\"><br \/>\n<\/strong><\/p>\n<p><span style=\"text-decoration: underline;\">A robust framework by which the effectiveness of Scottish planning system can be measured should be introduced, a report from the national spending watchdog urges.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"text-decoration: underline;\">The Scottish Government says:<\/span><\/p>\n<p>Substantial changes were made to Scotland&#8217;s planning system through ThePlanning<span style=\"text-decoration: underline;\"> etc. (Scotland) Act 2006<\/span>, and followed up by a range of regulations, orders and supporting guidance. Most of the changes happened during 2009, covering:<\/p>\n<p>\u00b7\u00a0\u00a0 Development Planning<\/p>\n<p>\u00b7\u00a0\u00a0 Development Management<\/p>\n<p>\u00b7\u00a0\u00a0 Enforcement<\/p>\n<p>\u00b7\u00a0\u00a0 Appeals and Local Reviews<\/p>\n<p>&nbsp;<\/p>\n<p>To complete the reform of the statutory planning system, we will bring forward new legislation during 2011 to make Permitted Development rights more proportionate and so allow for resources to be directed where most needed in the planning service.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p>&#8230;\u00a0We carried out a review of the changes to development management, appeals and enforcement one year after the changes to the system were implemented.<\/p>\n<p>&nbsp;<\/p>\n<p>This review did not extend to the new development planning processes, which operate to a longer timescale; but we do continue to monitor progress on this key element of the modernised system.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><span style=\"text-decoration: underline;\">Craig McLaren, National Director, RTPI Scotland, reports key points:<\/span><\/p>\n<p>\u00b7 progress is being made and the report shows that users of the planning system are generally satisfied with it, even though there have been significant reductions in planning staff and a need to adapt to a considerable number of changes in the last 5 years.<\/p>\n<p>\u00b7 we need to build on the progress made &#8211; RTPI Scotland is working with Scottish Government, Heads of Planning Scotland, the Improvement Service and others to ensure that planning plays a key role in delivering sustainable economic growth.<\/p>\n<p>\u00b7 the significant changes made to the planning system over the last few years need to be allowed to bed down \u2013 we do not need another major overhaul of the system.<\/p>\n<p>\u00b7 we agree with the report in that a more comprehensive approach to measuring success is required. Speed of decision can be important but there is a need to take a more holistic view of performance.<\/p>\n<p>\u00b7 the planning service needs to be resourced properly.
