{"id":31868,"date":"2021-11-26T16:42:25","date_gmt":"2021-11-26T16:42:25","guid":{"rendered":"https:\/\/newsblogsnew.ihbc.org.uk\/?p=31868"},"modified":"2021-11-26T16:42:25","modified_gmt":"2021-11-26T16:42:25","slug":"builders-licence-legislation-falls-at-the-first-hurdle","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=31868","title":{"rendered":"Builders\u2019 licence legislation falls at the first hurdle"},"content":{"rendered":"<h3><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-25414\" src=\"https:\/\/newsblogs.ihbc.org.uk\/wp-content\/uploads\/2020\/02\/construction_gov_open_licence_v3.png\" alt=\"\" width=\"300\" height=\"200\" \/>A Private Member\u2019s Bill attempting to create a compulsory licence scheme for the building trade has been withdrawn.<\/h3>\n<h6><em>image: for illustration purposes only &#8211; Open Government Licence v3.0<\/em><\/h6>\n<p><!--more--><\/p>\n<h2 style=\"padding-left: 40px;\"><em><span style=\"color: #800080;\">\u2026 simply can\u2019t be right in a modern economy that anyone can call themselves a builder without any form of licensing or registration\u2026<\/span><\/em><\/h2>\n<p><em>The Construction Index<\/em> writes:<\/p>\n<p>The Domestic Building Works (Consumer Protection) Bill was presented to the House of Commons by backbench Conservative MP Mark Garnier on Friday 19<sup>th<\/sup>\u00a0November for its second reading, only to be withdrawn without being put to a vote due to lack of government support.<\/p>\n<p>Mark Garnier, MP for Wyre Forest, argued that requiring licences for builders would address problems of incompetent and rogue builders within the domestic repair, maintenance and improvement sector.<\/p>\n<p>However, when construction minister Lee Rowley flatly refused government support for the creation of such a bureaucratic regime, Mr Garnier withdrew his Bill.<\/p>\n<p>The minister said: \u201cThe question always comes back to the philosophical discussion that we have daily in this place: what we think the government should do, when they should intervene and when it is proportionate to do so&#8230;.&#8221;<\/p>\n<p>He added: \u201cAlthough, I am afraid to say, on balance we as a government are not minded to support the Bill at this time, we are very keen to continue to discuss this&#8230;&#8221;<\/p>\n<p>Instead, he said, the government had recently consulted on proposals for a mandatory alternative disputes resolution scheme&#8230;. It is also requiring TrustMark registration for its domestic decarbonisation retrofit programme.<\/p>\n<p>The Federation of Master Builders (FMB), which has been leading the campaign for a licensing scheme&#8230;<\/p>\n<p>FMB chief executive Brian Berry said:&#8230;.<\/p>\n<p>&#8220;It simply can\u2019t be right in a modern economy that anyone can call themselves a builder without any form of licensing or registration to check they are competent.
