{"id":31529,"date":"2021-10-26T16:27:46","date_gmt":"2021-10-26T15:27:46","guid":{"rendered":"https:\/\/newsblogsnew.ihbc.org.uk\/?p=31529"},"modified":"2021-10-26T16:27:46","modified_gmt":"2021-10-26T15:27:46","slug":"aberdeen-tower-block-listing-appeal-to-be-heard-within-weeks","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=31529","title":{"rendered":"Aberdeen tower block listing appeal to be heard within weeks"},"content":{"rendered":"<h3><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-29886\" src=\"https:\/\/newsblogs.ihbc.org.uk\/wp-content\/uploads\/2021\/05\/Aberdeen_post_war_tower_blocks_HES_040521.png\" alt=\"\" width=\"300\" height=\"180\" \/>Aberdeen City Council\u2019s appeal against a decision to award protected status to eight blocks of 1960s high-rise flats could be resolved within weeks.<\/h3>\n<h6><em>image: HES website<\/em><\/h6>\n<p><!--more--><\/p>\n<h2 style=\"padding-left: 40px;\"><em><span style=\"color: #800080;\">\u2026 local authority then lodged an appeal&#8230;.giving ten<br \/>\nreasons it believes the buildings should not have enhanced protection\u2026<\/span><\/em><\/h2>\n<p><em>Scottish Construction Now<\/em> writes:<\/p>\n<p>Historic Environment Scotland\u00a0(HES)\u00a0<a href=\"https:\/\/www.scottishhousingnews.com\/article\/aberdeen-post-war-multi-storey-flats-listed-by-historic-environment-scotland\" target=\"_blank\" rel=\"noopener\">granted A-listed status back in January<\/a>\u00a0to Gilcomstoun Land, Porthill Court, Seamount Court, Virginia Court, Marischal Court, Thistle Court, Hutcheon Court, and Greig Court following consultation with residents, local stakeholders and members of the public.<\/p>\n<p>HES said the eight towering examples of post-war architecture, which have dominated the skyline of the granite city for 60 years, help tell the story of post-war Scotland.<\/p>\n<p>The move\u00a0means they have the same protected status as buildings such as Marischal College and the Music Hall.<\/p>\n<p>Aberdeen City Council described the listing at the time as \u201csimply ridiculous\u201d and said the decision would hamper its efforts to modernise the buildings. Residents are also concerned the status will prevent them from making the simplest improvements to their homes.<\/p>\n<p>Having\u00a0<a href=\"https:\/\/www.scottishhousingnews.com\/article\/council-to-seek-leagl-advice-for-appeal-of-grade-a-listing-of-aberdeen-multi-storey-buildings\" target=\"_blank\" rel=\"noopener\">sought legal advice<\/a>\u00a0for the possibility of a judicial review, the local authority then\u00a0<a href=\"https:\/\/www.scottishhousingnews.com\/article\/aberdeen-lodges-appeal-against-decision-to-protect-tower-blocks\" target=\"_blank\" rel=\"noopener\">lodged an appeal<\/a>\u00a0with the\u00a0Scottish Government, giving ten reasons it believes the buildings should not have enhanced protection.<\/p>\n<p>The appeal process was\u00a0<a href=\"https:\/\/www.scottishhousingnews.com\/article\/appeal-against-multi-storey-listing-halted-so-aberdeen-city-council-can-build-case\" target=\"_blank\" rel=\"noopener\">paused in May<\/a>\u00a0to allow the council to build its appeal.<\/p>\n<p>Now public documents show the\u00a0Planning and Environmental Appeals Division\u00a0(DPEA) hope to have made a decision on the appeal by November 8.<\/p>\n<p>HES said the block were of \u201coutstanding importance\u201d to Scotland\u2019s history, with the organisation describing them as \u201csome of the finest examples of social housing Scotland\u201d. It has also claimed the decision to grant protected status would \u201cpresent significant challenges for the council as corporate landlord\u201d, as well as the negative public view of the buildings in the city.<\/p>\n<p>Further claims state the designation will have a \u201ccritical impact on the economic development\u201d of the sites, and that it will cause \u201cunreasonable additional costs\u201d.<\/p>\n<p>A HES spokesman said: \u201cIn January, HES listed eight multi-storey buildings in Aberdeen at Category A in recognition of their outstanding architectural and historic interest.<\/p>\n<p>\u201cWe are aware that Aberdeen City Council are appealing the decision to list these buildings.
