Open Government Licence v3.0<\/em><\/h6>\n<p><!--more--><\/p>\n<h2 style=\"padding-left: 40px;\"><em><span style=\"color: #800080;\">\u2026 Removing over 300 regulations\u2026<\/span><\/em><\/h2>\n<h2 style=\"padding-left: 40px;\"><em><span style=\"color: #800080;\">\u2026 include wider social benefits of the supplier\u2026<\/span><\/em><\/h2>\n<h2 style=\"padding-left: 40px;\"><em><span style=\"color: #800080;\">\u2026 new unit to oversee public procurement\u2026<\/span><\/em><\/h2>\n<p><em>Construction Manager<\/em> writes:<\/p>\n<p>Under plans published in a Cabinet Office green paper, the government will allow the public sector to \u201cbuy British\u201d for contracts not subject to international trade rules, by allowing competitions for government contracts under \u00a34.7m for public works to be limited to small businesses, voluntary, community and social enterprises, or to a certain geographical areas.<\/p>\n<p>Other measures in the green paper include:<\/p>\n<ul>\n<li>Removing over 300 regulations to create a single, uniform rulebook;<\/li>\n<li>Allowing buyers to include wider social benefits of the supplier, such as economic, social and environmental factors, when assessing who to award a contract to, while still also considering value for money;<\/li>\n<li>Giving buyers the power to take account of a bidder\u2019s past performance, allowing them to exclude suppliers who have failed in the past;<\/li>\n<li>A new unit to oversee public procurement, with powers to improve commercial skills of public sector contractors;<\/li>\n<li>A single digital platform for registering contracts<\/li>\n<\/ul>\n<p>Cabinet Office minister, Lord Agnew, said: \u201cThe measures outlined today will transform the current outdated system with new rules, providing flexibility to the public sector and less burden on business.<\/p>\n<p>\u201cThese long-standing plans have been developed with international procurement specialists and will help unleash innovation across the country and provide a fairer system for small businesses.\u201d<\/p>\n<p>The green paper is available\u00a0<a href=\"https:\/\/www.gov.uk\/government\/consultations\/green-paper-transforming-public-procurement\">here<\/a>.<\/p>\n<p><a href=\"https:\/\/www.constructionmanagermagazine.com\/procurement-rule-changes-to-help-smes\/\" target=\"_blank\" rel=\"noopener\">Read more&#8230;.<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The government is hoping to make it easier for small, local businesses to win public sector contracts, under planned changes to procurement rules. image: for illustration purposes only &#8211;
