{"id":28334,"date":"2020-11-20T16:20:57","date_gmt":"2020-11-20T16:20:57","guid":{"rendered":"https:\/\/newsblogsnew.ihbc.org.uk\/?p=28334"},"modified":"2020-11-20T16:20:57","modified_gmt":"2020-11-20T16:20:57","slug":"clc-on-englands-white-paper-unlock-levelling-up-with-fourth-zone","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=28334","title":{"rendered":"CLC on England\u2019s White Paper: Unlock \u2018Levelling Up\u2019 with \u2018Fourth Zone\u2019"},"content":{"rendered":"<h3><a href=\"https:\/\/newsblogs.ihbc.org.uk\/wp-content\/uploads\/2020\/09\/CLC_logo_180920.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-27722 alignright\" src=\"https:\/\/newsblogs.ihbc.org.uk\/wp-content\/uploads\/2020\/09\/CLC_logo_180920.png\" alt=\"\" width=\"300\" height=\"126\" \/><\/a>The response to England\u2019s Planning White Paper consultation the Construction Leadership Council (CLC) has called for the creation of a so called \u2018fourth zone\u2019 that would unlock tricky regeneration opportunities that have been blocked by existing planning rules.<\/h3>\n<p><!--more--><\/p>\n<h2 style=\"padding-left: 40px;\"><em><span style=\"color: #800080;\">&#8230;unlock tricky regeneration opportunities&#8230;<\/span><\/em><\/h2>\n<h2 style=\"padding-left: 40px;\"><em><span style=\"color: #800080;\">&#8230;\u2018fourth zone\u2019 sites would set long-term growth objectives&#8230;<\/span><\/em><\/h2>\n<p>CLC writes:<\/p>\n<p>In its response to the Ministry of Housing, Communities &amp; Local Government Planning for the Future consultation the Construction Leadership Council has called for the creation of a so called \u2018fourth zone\u2019 that would unlock tricky regeneration opportunities that have been blocked by existing planning rules.<\/p>\n<p>The consultation, which closed last week, identifies three types of land use:<\/p>\n<ul>\n<li>Growth \u2013 where development will be promoted with automatic outline approval for appropriate development<\/li>\n<li>Renewal \u2013 where some development can occur<\/li>\n<li>Protected \u2013 where development is restricted<\/li>\n<\/ul>\n<p>The CLC\u2019s proposed \u2018fourth zone\u2019 sites would set long-term growth objectives, would not be constrained by an initial outline plan and would build on the government\u2019s commitment to level-up parts of the country where regeneration would deliver on real social and economic outcomes.<\/p>\n<p>The CLC\u2019s response has been prepared by its Local, Social and Commercial (LSC), and Housing working groups. LSC co-chair Paul Reilly said: &#8220;As we emerge from Covid-19 the planning system can act as a significant accelerator of economic recovery if it can unlock appropriate development. Our proposals for a fourth planning zone would unleash the potential of regeneration sites nationwide.&#8221;<\/p>\n<p>Housing chair John Slaughter said: &#8220;A commitment from government to universal coverage of simplified local plans, adopted within clear timescales, and which plan positively for development will play a key part in delivering the 300,000 homes a year we need.
