{"id":28214,"date":"2020-11-07T16:09:48","date_gmt":"2020-11-07T16:09:48","guid":{"rendered":"https:\/\/newsblogsnew.ihbc.org.uk\/?p=28214"},"modified":"2020-11-06T18:31:22","modified_gmt":"2020-11-06T18:31:22","slug":"ihbc-features-heritage-from-the-doorstep-croydon-planners-save-historic-addiscombe-house-twice","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=28214","title":{"rendered":"IHBC features \u2018Heritage from the doorstep\u2019: Croydon planners save historic Addiscombe house \u2013 twice"},"content":{"rendered":"<h3><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-28215\" src=\"https:\/\/newsblogs.ihbc.org.uk\/wp-content\/uploads\/2020\/11\/inside_croydon_061120.png\" alt=\"\" width=\"300\" height=\"280\" \/>Addiscombe residents are preparing themselves for a renewed battle to save an historic, landmark house in their neighbourhood after the council\u2019s planning department \u2018first refused planning permission to the building\u2019s owners to convert the house into flats, and today refused permission for it to be demolished\u2019, reports <em>InsideCroydon<\/em>.<\/h3>\n<p><!--more--><\/p>\n<h2 style=\"padding-left: 40px;\"><em><span style=\"color: #800080;\">&#8230;latest application to convert the building&#8230;would have harmed the character and appearance of the host dwelling&#8230;<\/span><\/em><\/h2>\n<h2 style=\"padding-left: 40px;\"><em><span style=\"color: #800080;\">&#8230;demolition of existing buildings is largely permitted development &#8230;<\/span><\/em><\/h2>\n<p><em>InsideCroydon<\/em> writes:<\/p>\n<p>No 275 Addiscombe Road is a large family house built in the 1880s.<\/p>\n<p>Locals who have researched the history of the area believe that it was one of two similar houses (the other was demolished 40 years ago) and that 275 glories in the name of \u201cEcclefechan\u201d, the name of a village in the south of Scotland, the birthplace of historian Thomas Carlyle.<\/p>\n<p>In the 1840s, Carlyle had been a frequent visitor to the nearby Ashburton House (also now long gone) when it was the home of Lady Ashburton; not far from 275 Addiscombe Road is Carlyle Road, named after the man of letters.<\/p>\n<div id=\"attachment_90163\" class=\"wp-caption alignright\">\n<p id=\"caption-attachment-90163\" class=\"wp-caption-text\">\n<\/div>\n<p>Harriet, Lady Ashburton, was a wealthy socialite, the daughter of the Earl of Sandwich and the wife of an MP, and she was often in correspondence with Carlyle, in her letters describing Addiscombe Farm as \u201ca 10-minute walk from Croydon Station\u201d, encouraging him to visit. Lady Ashburton also entertained William Thackeray and John Stuart Mill.<\/p>\n<p>There had been no such grand parties at Ecclefechan in recent times, however, as it had been left vacant for many months, and was sold in July 2019 for \u00a31.2million to a firm of property developers.<\/p>\n<p>The new owner is\u00a0a company called Marlpark 275 CRO Ltd&#8230;<\/p>\n<p>ASPRA, the Addiscombe and Shirley Park Residents\u2019 Association, described the proposals as \u201cgreedy vandalism on a grand scale\u201d. They believe that the building adds to the character and interest of the area.<\/p>\n<p>&#8230;.the council planning department wrote to agents representing the owners to advise that their latest application to convert the building had been refused permission because they \u201cwould have harmed the character and appearance of the host dwelling, the wider area and the non-designated heritage asset\u201d.<\/p>\n<p>The developers\u2019 response was to file an immediate second application, this time to demolish the building altogether.<\/p>\n<p>\u201cI can only imagine this is pure spite from the developer, who has found locals objecting to his previous planning applications, which were turned down by the council, so he has just decided to knock it down,\u201d one concerned resident told\u00a0Inside Croydon.<\/p>\n<p>&#8220;ASPRA feared the worst, not least because they received advice from a council planning official that \u201cdemolition of existing buildings is largely permitted development under government regulations (meaning it already has planning permission in effect) unless the building is listed, or is in a conservation area, or is a pub that is listed as an Asset of Community Value.&#8221;&#8230;.<\/p>\n<p>The planners were also unhappy with the scheme\u2019s approach to the trees on the site&#8230;.<\/p>\n<p>\u201cThat\u2019s the best news I\u2019ve had for a very long time,\u201d said one of the campaigners.<\/p>\n<p>The residents realise that the developers could re-submit an application or appeal either or both of the council\u2019s decisions to the planning inspectorate.<\/p>\n<p>\u201cWe\u2019ll keep working on this.
