{"id":27780,"date":"2020-09-25T16:25:11","date_gmt":"2020-09-25T15:25:11","guid":{"rendered":"https:\/\/newsblogsnew.ihbc.org.uk\/?p=27780"},"modified":"2020-09-25T16:39:51","modified_gmt":"2020-09-25T15:39:51","slug":"tcpa-report-no-place-for-place-making-and-how-planning-is-bypassed-via-pdr","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=27780","title":{"rendered":"TCPA Report: \u2018No place for place-making\u2019, and how planning is bypassed via PDR"},"content":{"rendered":"<h3><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-25414\" src=\"https:\/\/newsblogs.ihbc.org.uk\/wp-content\/uploads\/2020\/02\/construction_gov_open_licence_v3-300x200.png\" alt=\"\" width=\"300\" height=\"200\" \/>The Town and Country Planning Association (TCPA), has produced a report -\u2018<em>No place for place-making<\/em>\u2019- that explores the impacts of permitted development rights (PDR) on planning and place-making, and what they tell us about the government&#8217;s planning reforms.<\/h3>\n<h6><em>image: Open Government Licence v3.0<\/em><\/h6>\n<h3><!--more--><\/h3>\n<p>TCPA writes:<\/p>\n<p>Tens of thousands\u00a0of\u00a0new\u00a0homes have\u00a0<i>legally<\/i>\u00a0bypassed the planning system\u00a0in England\u00a0since 2013,\u00a0undermining place making, local\u00a0democracy,\u00a0jobs and wellbeing.<\/p>\n<p><span data-contrast=\"auto\">In the wake of<\/span><span data-contrast=\"auto\">\u00a0the government\u2019s\u00a0<\/span><span data-contrast=\"auto\">unprecedented\u00a0<\/span><span data-contrast=\"auto\">expansion of permitted development right<\/span><span data-contrast=\"auto\">s<\/span><span data-contrast=\"auto\">\u00a0(PDR)<\/span><span data-contrast=\"auto\">,\u00a0<\/span><span data-contrast=\"auto\">which\u00a0<\/span><span data-contrast=\"auto\">will\u00a0<\/span><span data-contrast=\"auto\">allow\u00a0<\/span><span data-contrast=\"auto\">more\u00a0<\/span><span data-contrast=\"auto\">buildings<\/span><span data-contrast=\"auto\">\u00a0to be converted into homes while<\/span>\u00a0<span data-contrast=\"auto\">bypass<\/span><span data-contrast=\"auto\">ing<\/span><span data-contrast=\"auto\">\u00a0the planning system<\/span><span data-contrast=\"auto\">,\u00a0<\/span><span data-contrast=\"auto\">the\u00a0<\/span><span data-contrast=\"auto\">TCPA<\/span><span data-contrast=\"auto\">\u00a0has launched a new report\u00a0<\/span><span data-contrast=\"auto\">exploring<\/span><span data-contrast=\"auto\">\u00a0the devastating impact<\/span><span data-contrast=\"auto\">s<\/span><span data-contrast=\"auto\">\u00a0PD\u00a0<\/span><span data-contrast=\"auto\">rights<\/span>\u00a0<span data-contrast=\"auto\">have already<\/span>\u00a0<span data-contrast=\"auto\">had\u00a0<\/span><span data-contrast=\"auto\">on place making<\/span>\u00a0<span data-contrast=\"auto\">over the past seven years.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Building on previous research which\u00a0<\/span><span data-contrast=\"auto\">explored<\/span><span data-contrast=\"auto\">\u00a0the impact of PD on residents, this report<\/span>\u00a0<span data-contrast=\"auto\">f<\/span><span data-contrast=\"auto\">ocuses on the wider impacts of permitted development<\/span><span data-contrast=\"auto\">\u00a0on<\/span><span data-contrast=\"auto\">\u00a0neighbourhoods and<\/span>\u00a0<span data-contrast=\"auto\">communities<\/span><span data-contrast=\"auto\">.\u00a0<\/span><span data-contrast=\"auto\">Despite r<\/span><span data-contrast=\"auto\">esearch from\u00a0<\/span><a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/729727\/spatial_planning_for_health.pdf\"><span data-contrast=\"none\">Public Health England<\/span><\/a><span data-contrast=\"auto\">\u00a0and other authorities\u00a0<\/span><span data-contrast=\"auto\">establishing clearly<\/span><span data-contrast=\"auto\">\u00a0that our neighbourhoods are crucial to communities\u2019 health and wellbeing<\/span><span data-contrast=\"auto\">, the report<\/span><span data-contrast=\"auto\">\u00a0finds that permitted development consistently undermines councils<\/span><span data-contrast=\"auto\">\u2019<\/span><span data-contrast=\"auto\">\u00a0efforts to plan for healthy and safe places.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p>Download the report\u00a0<a class=\"downloadTrack downloadLink\" href=\"https:\/\/www.tcpa.org.uk\/Handlers\/Download.ashx?IDMF=db495779-2fe6-4f3f-9c6d-6fc63b993489\">here<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Town and Country Planning Association (TCPA), has produced a report -\u2018No place for place-making\u2019- that explores the impacts of permitted development rights (PDR) on planning and place-making, and what they tell us about the government&#8217;s planning reforms. image: Open &hellip;
