{"id":25882,"date":"2020-04-03T18:15:56","date_gmt":"2020-04-03T17:15:56","guid":{"rendered":"https:\/\/ihbconline.co.uk\/newsachive\/?p=25882"},"modified":"2020-04-03T18:15:56","modified_gmt":"2020-04-03T17:15:56","slug":"ihbcs-covid-19-signpost-6-nlhf-emergency-fund-launches-to-help-sector","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=25882","title":{"rendered":"IHBC\u2019s COVID-19 signpost 6: NLHF Emergency Fund launches to help sector"},"content":{"rendered":"<h3><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-25883\" src=\"https:\/\/newsblogs.ihbc.org.uk\/wp-content\/uploads\/2020\/04\/Heritage_Fund-300x140.png\" alt=\"\" width=\"300\" height=\"140\" \/>The National Lottery Heritage Fund (NLHF) has put together a \u00a350million fund to support the heritage sector as an immediate response to the coronavirus (COVID-19) outbreak.<\/h3>\n<p><!--more--><\/p>\n<p>The National Lottery Heritage Fund writes:<\/p>\n<p>The UK-wide fund &#8211; money raised from The National Lottery &#8211; will address immediate pressures over the next three-six months for those organisations most in need. It will be open for applications within the next few days.<\/p>\n<p>We will continue to support more than 2,500 projects that we have already committed to &#8211; an investment of more than \u00a31billion.<\/p>\n<p>Eilish McGuinness, The National Lottery Heritage Fund Executive Director, Business Delivery said:\u00a0\u00a0 \u201cWe know that circumstances are incredibly challenging for our heritage community right now and we want to do everything we can to support them. We hope this new fund will be a lifeline and a beacon of hope for organisations affected.<\/p>\n<p>\u201cHeritage has an essential role to play in making communities better places to live, creating economic prosperity and supporting personal wellbeing. All of these are going to be vitally important as we emerge from this current crisis.\u201d<\/p>\n<p>Heritage Minister Nigel Huddleston said: \u201cIt is important that we do all we can to ensure our nation\u2019s remarkable heritage landscapes, buildings and monuments &#8211; and the hardworking organisations that protect them &#8211; are supported at this difficult time.<\/p>\n<p>\u201cHeritage plays an important role in our communities by supporting jobs and economic growth as well as helping us to understand our shared past. This new \u00a350 million package from the National Lottery Heritage Fund will help to protect our most at risk heritage throughout this unprecedented period.\u201d<\/p>\n<p><strong>Heritage Emergency Fund<br \/>\n<\/strong>The \u00a350m fund will be available for grants of between \u00a33,000 and \u00a350,000.<\/p>\n<p>It is available to organisations across the full breadth of heritage, including historic sites, industrial and maritime heritage, museums, libraries and archives, parks and gardens, landscapes and nature.<\/p>\n<p>Organisations which have received funding in the past and are either a current grantee, or still under contract following a previous grant, can apply.<\/p>\n<p>Priority will be given where:<\/p>\n<ul>\n<li>there is limited or no access to other sources of support<\/li>\n<li>where heritage is most at risk<\/li>\n<li>where an organisation is at risk of severe financial crisis due to COVID-19<\/li>\n<\/ul>\n<p><strong>A raft of extra support<\/strong><br \/>\nWe know that the majority of heritage organisations are facing temporary closure, severe impact on their revenue and staff shortages. Many face threats to their long-term futures. A small percentage fear they will not be able to last into the summer.<\/p>\n<p>This is why we are taking a short, medium and long-term approach to our support for your immediate challenges and longer-term resilience and recovery.<\/p>\n<p>As well as the Heritage Emergency Fund, we will also support the sector in the following ways:<\/p>\n<ul>\n<li>Accelerating the provision of our \u00a31.2m <strong>Digital Skills for Heritage initiative<\/strong> to help the sector through the crisis and beyond.<\/li>\n<li>By <strong>continuing to support<\/strong> the 2,500 projects we have already committed to funding.<\/li>\n<li>By being as <strong>flexible as possible<\/strong> for our existing grantees.<\/li>\n<li>By providing <strong>bespoke advice and support<\/strong>.<\/li>\n<li>A <strong>\u00a32m commitment<\/strong> to our network of ROSS consultants in the new financial year. We will direct that support to organisations in need. In doing so we are also helping several hundred freelancers and self-employed people.<\/li>\n<li>Working closely with the Government, other funders and heritage organisations to bring <strong>together support<\/strong> for the sector.<\/li>\n<li>In the longer term, we have invested \u00a34m in two <strong>Enterprise Development programmes<\/strong> across the UK for heritage leaders, and <strong>Business Support Programmes<\/strong> in all four countries. More information on this soon.<\/li>\n<\/ul>\n<p><strong>Pausing new grants<\/strong><br \/>\nIn order to address the crisis, we have taken the decision to <strong>halt all new grant applications<\/strong> with immediate effect.<\/p>\n<p>The Heritage Emergency Fund will consist of money diverted from new grants.<\/p>\n<p>Decisions on funding for the Heritage Horizon Awards will be deferred from March 2020 into the 2021-2022 financial year.<\/p>\n<p>We will not be opening a further round of funding for Heritage Horizon Awards.<\/p>\n<p><strong>Our response<br \/>\n<\/strong>Our response was based on consultation across the sector, including more than 1,250 respondents to our survey. We found:<\/p>\n<ul>\n<li>82% of respondents reported a high or moderate risk to their organisation\u2019s long-term viability<\/li>\n<li>46% of organisations can survive for no more than six months<\/li>\n<li>75% respondents wanted greater flexibility for existing projects\/grants<\/li>\n<li>53% asked for emergency funding<\/li>\n<\/ul>\n<p><strong>Next steps<br \/>\n<\/strong>These are just the first steps in our response to the coronavirus (Covid-19) outbreak.
