RTPI  Policy Director Rynd Smith said: &#8220;This is a decision based on a six year  old White paper and fails the essential test that major new transport  facilities should be taken within the framework of an informed,  integrated and up-to-date UK transport strategy that also takes full  account of issues raised by communities in meaningful consultation.
