{"id":23966,"date":"2019-09-20T17:02:59","date_gmt":"2019-09-20T16:02:59","guid":{"rendered":"https:\/\/ihbconline.co.uk\/newsachive\/?p=23966"},"modified":"2019-09-20T17:02:59","modified_gmt":"2019-09-20T16:02:59","slug":"protecting-scotlands-future-programme-for-government-2019-20","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=23966","title":{"rendered":"Protecting Scotland\u2019s Future: Programme for Government 2019-20"},"content":{"rendered":"<h3><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-15158\" src=\"https:\/\/newsblogs.ihbc.org.uk\/wp-content\/uploads\/2017\/03\/Fiona_ScotlandJuly_2016-300x196.jpg\" alt=\"\" width=\"300\" height=\"196\" \/>As part of Scottish government focus on cutting carbon the first minister of Scotland Nicola Sturgeon has vowed to \u2018fundamentally overhaul\u2019 the building regulations as part of a \u2018green new deal\u2019 to draw investment and cut emissions.<\/h3>\n<h6><em>image: Fiona Newton<\/em><\/h6>\n<p><!--more--><\/p>\n<p>The Scottish Government writes:<\/p>\n<p>Ending Scotland\u2019s contribution to climate change and securing a positive future for generations to come are the focus of this year\u2019s Programme for Government, First Minister Nicola Sturgeon announced in Parliament.<\/p>\n<p>Following the First Minister\u2019s acknowledgement of a global climate emergency earlier this year, the Programme for Government sets out the Scottish Government\u2019s next steps to tackle climate change, including a landmark investment of more than \u00a3500 million to improve bus infrastructure across the country to encourage more people to use public transport.<\/p>\n<p>The First Minister also announced plans to decarbonise Scotland\u2019s railways by 2035 and make the Highlands and Islands the world\u2019s first net zero aviation region by 2040.<\/p>\n<p>She also confirmed the first wave of schools to be built or refurbished through a new \u00a31 billion school investment programme will be announced later this month and an extra \u00a315 million will be provided to help improve additional support for learning.<\/p>\n<p>An additional \u00a320 million of funding will help tackle the public health emergency of drug deaths in Scotland. The Child Payment, which will benefit low income families with young children by \u00a3500 each year, will now be introduced by Christmas 2020 \u2013 ahead of the original schedule.<\/p>\n<p>Other measures include:<\/p>\n<ul>\n<li>a \u2018Green New Deal\u2019, harnessing the power of the Scottish National Investment Bank and creating a \u00a33 billion package of investments to attract green finance to Scotland<\/li>\n<li>develop regulations so that new homes from 2024 must use renewable or low carbon heat<\/li>\n<li>targeting a minimum of \u00a330 million of support for renewable heat projects<\/li>\n<li>making the first Job Start Payments in spring 2020<\/li>\n<li>putting in place a Women\u2019s Health Plan to tackle women\u2019s heath inequalities<\/li>\n<li>continuing to support mental health, with a 24\/7 crisis support service for children and young people and their families, a community wellbeing service enabling self-referral for children and young people and a \u00a35 million investment in a community perinatal mental health service across Scotland<\/li>\n<li>taking forward planning to mitigate the worst consequences of a \u2018no deal\u2019 Brexit<\/li>\n<\/ul>\n<p>The First Minister also confirmed the Referendums Bill will go forward this year and that the Scottish Government will ask, during the passage of the Bill, for the transfer of power to hold an independence referendum within this term of Parliament.<\/p>\n<p>The First Minister said: \u2018This Programme for Government will put health, prosperity and wellbeing at its heart, and will reinforce Scotland\u2019s place as a dynamic, open, innovative economy.<\/p>\n<p>\u2018In the last 12 months we have made important progress in creating a better and fairer country and this year\u2019s Programme for Government builds on that record.<\/p>\n<p>\u2018Earlier this year, I acknowledged that Scotland \u2013 like the rest of the world \u2013 faces a climate emergency. We are now committed to achieving net zero greenhouse gas emissions by 2045 at the latest \u2013 earlier than any other UK nation.<\/p>\n<p>\u2018This year\u2019s Programme for Government is an important part of our response to the climate emergency, containing measures which will reduce emissions while supporting sustainable and inclusive growth.<\/p>\n<p>\u2018It sets out actions which will make a difference for years to come. It details measures which can help make our country the best in the world to grow up, learn, work and live.
