{"id":23825,"date":"2019-09-06T16:48:53","date_gmt":"2019-09-06T15:48:53","guid":{"rendered":"https:\/\/ihbconline.co.uk\/newsachive\/?p=23825"},"modified":"2019-09-06T16:48:53","modified_gmt":"2019-09-06T15:48:53","slug":"hes-current-planning-performance-framework-report-out","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=23825","title":{"rendered":"HES: Current \u2018Planning Performance Framework Report\u2019 out"},"content":{"rendered":"<h3><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-23826\" src=\"https:\/\/newsblogs.ihbc.org.uk\/wp-content\/uploads\/2019\/09\/HES_Planning_Performance_Report_2018_19-212x300.png\" alt=\"publication cover\" width=\"212\" height=\"300\" \/>Historic Environment Scotland (HES) has launched its \u2018<em>Planning Performance Framework Report <\/em><em>2018-19<\/em><em>\u2019, which <\/em>summarises activity \u2018for the designation, management and protection of the historic environment\u2019, including \u2018making decisions on designation and providing advice on how Scotland\u2019s heritage should be managed as part of planning decisions\u2019, and which also highlights service improvement plans such as the \u2018facilitation of Local Authority training and forums (to replace LAHEF)\u2019.<\/h3>\n<p><!--more--><\/p>\n<p>HES writes:<\/p>\n<p>The Planning Performance Report is a summary of our activity for the designation, management and protection of the historic environment within the Scottish Planning System.<\/p>\n<p>This includes making decisions on the designation of listed buildings and scheduled monuments and providing advice on how Scotland\u2019s heritage should be managed as part of planning decisions.<\/p>\n<p><a href=\"https:\/\/www.historicenvironment.scot\/archives-and-research\/publications\/publication\/?publicationId=25c3f85c-1bb1-41de-8fcf-aaa200e2a434\" target=\"_blank\" rel=\"noopener\">Read more and download the Report&#8230;.<\/a><\/p>\n<hr \/>\n<p><strong>Service Improvements 2019-20 (p 28 of the Report)<\/strong><\/p>\n<p>We have identified 7 key service improvements for\u00a0the coming year:<\/p>\n<ol>\n<li>Analyse the Planning Bill and secondary legislation to identify areas where we can support implementation.<\/li>\n<li>Continue to develop our approach to supporting successful place-making through our role in planning, including the Place Principle, Key Agencies Group initiatives on placemaking, and the Place Standard.<\/li>\n<li>Deliver the initial priorities of the HEPS legacy programme, including:<\/li>\n<\/ol>\n<ul>\n<li>creation of a policy steering group and preparation and publication of topic specific guidance<\/li>\n<li>training for decision-makers to support the introduction of new historic environment policies<\/li>\n<li>scope the facilitation of Local Authority training and forums (to replace LAHEF)<\/li>\n<\/ul>\n<ol start=\"4\">\n<li>Work with local authorities to identify more efficient and effective working practice.<\/li>\n<li>Continue joint working with Scottish Natural Heritage to develop a common understanding of landscape to ensure that cultural and natural aspects are recognised.<\/li>\n<li>Undertake recommendations from the recent Scheduled Monument Consent User Survey to make our processes more accessible:<\/li>\n<\/ol>\n<ul>\n<li>set out a standard for pre-application<\/li>\n<li>improve information on unauthorised works<\/li>\n<li>develop a more user friendly SMC application form<\/li>\n<\/ul>\n<ol start=\"7\">\n<li>Delivery of \u2018Past Protectors\u2019, a collaborative project which will work with young people to deliver greater awareness and education around heritage crime and how to prevent it.<\/li>\n<\/ol>\n<p><a href=\"https:\/\/pub-prod-sdk.azurewebsites.net\/api\/file\/1667a5d6-0a94-42e7-8c8a-aabe00b13085\" target=\"_blank\" rel=\"noopener\">Download the Report<\/a><\/p>\n<p>For background see the <a href=\"https:\/\/newsblogs.ihbc.org.uk\/?p=19952\" target=\"_blank\" rel=\"noopener\">NewsBlog\u00a0<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Historic Environment Scotland (HES) has launched its \u2018Planning Performance Framework Report 2018-19\u2019, which summarises activity \u2018for the designation, management and protection of the historic environment\u2019, including \u2018making decisions on designation and providing advice on how Scotland\u2019s heritage should be managed &hellip;
