{"id":2354,"date":"2011-02-11T16:35:32","date_gmt":"2011-02-11T16:35:32","guid":{"rendered":"http:\/\/ihbconline.co.uk\/newsachive\/?p=2354"},"modified":"2011-02-11T16:35:32","modified_gmt":"2011-02-11T16:35:32","slug":"big-society-bank-update","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=2354","title":{"rendered":"Big Society Bank update"},"content":{"rendered":"<p><strong><br \/>\n<\/strong><\/p>\n<p><span style=\"text-decoration: underline;\">The \u00a3200m pledged to the Big Society Bank by the UK&#8217;s high street banks as part of Project Merlin will be provided on a normal commercial lending basis, meaning the banks will earn a profit on it.<\/span><\/p>\n<p><span style=\"text-decoration: underline;\"> <\/span><\/p>\n<p>The terms of the pledge are outlined in a\u00a0document from the Treasury\u00a0&#8211; the relevant part is in paragraph 4.7 on page 5.<\/p>\n<p>Prime Minister David Cameron announced the banks&#8217; funding commitment in Parliament, along with promises to increase their lending from \u00a3179bn to \u00a3190bn to businesses this year, with almost all of this increase (\u00a310bn) to be made available to small and medium enterprises.<\/p>\n<p>The news has been warmly welcomed by the sector, with NCVO, Acevo, CFDG and Social Investment Business all expressing support.<\/p>\n<p>But Toby Blume, chief executive of community charity Urban Forum, has criticised the banking sector for making a profit on the Big Society Bank money.<\/p>\n<p>Blume argues that the funding is \u2018no grand gesture\u2019, noting that as the funding is over a two-year period on a commercial basis, it is no different to banks&#8217; normal lending to the charity and social enterprise sector: \u2018The \u00a3200m is being lent on a commercial basis. So banks will make a profit,\u2019 he told\u00a0<em>Civil Society<\/em>. \u2018Why is this news? How does it differ to their normal lending to the voluntary sector? It is merely a bolt on their commitment to make finance available to SMEs.\u2019<\/p>\n<p>Blume said if the banks truly \u2018understood the public need\u2019, they would lend on an interest-free basis. &#8220;On their own the figure pledged look quite good&#8221;,\u00a0 he said, &#8220;but it\u2019s less than 1 per cent of the profit which banks make.&#8221;<\/p>\n<p>John Low, chief executive of the Charities Aid Foundation, said more needed to be done to explain how \u00a3200m of wholesale finance on a commercial basis would help the voluntary sector: \u2018Social investment is set to play an increasingly important role as part of a diverse funding landscape for the voluntary sector, but it is a very new market and it is still being developed.
