Claiming the 5% rate of VAT on \u2018energy saving measures\u2019 (VAT notice 708\/6) is not straightforward and does not cover all retrofit elements\u2026<\/p>\n<p>The removal of VAT would act as a much needed incentive for homeowners to carry out \u2018whole house\u2019 responsible and moisture robust retrofit works. The UK Green Building Council report titled \u2018Retrofit Incentives\u2019 published in July 2013 explores these issues in section 4.5 titled \u2018Reduced Rate of VAT for energy efficiency\u2019.
