{"id":22671,"date":"2019-05-14T16:08:33","date_gmt":"2019-05-14T15:08:33","guid":{"rendered":"https:\/\/ihbconline.co.uk\/newsachive\/?p=22671"},"modified":"2019-05-13T17:18:45","modified_gmt":"2019-05-13T16:18:45","slug":"msps-urged-to-drop-planning-bills-extra-duties","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=22671","title":{"rendered":"MSPs urged to drop Planning Bill\u2019s extra duties"},"content":{"rendered":"<h3><a href=\"https:\/\/newsblogs.ihbc.org.uk\/wp-content\/uploads\/2018\/11\/RTPI_Scotland_website_231118.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-20875\" src=\"https:\/\/newsblogs.ihbc.org.uk\/wp-content\/uploads\/2018\/11\/RTPI_Scotland_website_231118.png\" alt=\"website\" width=\"300\" height=\"196\" \/><\/a>RTPI Scotland is warning MSPs that the Planning (Scotland) Bill may be unworkable as it stands, ahead of the Bill\u2019s stage 3 debate, given the number of unfunded additional duties it currently contains.<\/h3>\n<p><!--more--><\/p>\n<p>RTPI Scotland writes:<\/p>\n<p>In its\u00a0<a href=\"https:\/\/www.rtpi.org.uk\/media\/3314969\/RTPI%20Scotland%20-%20Planning%20(Scotland)%20Bill%20Stage%203%20Briefing.pdf\">briefing to MSPs<\/a>, RTPI Scotland is urging them to work across parties at this critical stage of the Bill to remove a significant amount of these duties, and to find new ways of bringing much needed resource into the planning system.<\/p>\n<p>It has further warned that the huge costs predicted from the <a href=\"https:\/\/www.parliament.scot\/S5_Bills\/Planning%20(Scotland)%20Bill\/SPBill23AFMS052019.pdf\">financial memorandum<\/a> accompanying the Bill could present a major challenge for planning authorities to undertake this work.<\/p>\n<p>This comes as RTPI Scotland publishes\u00a0<a href=\"https:\/\/www.rtpi.org.uk\/media\/3314972\/Resourcing%20the%20Planning%20System%20-%20RTPI%20Scotland%20Key%20Trends%20and%20Findings%202019.pdf\">research into resourcing<\/a>\u00a0showing a 25% decrease in planning staff and a 40% real term cut in budgets since 2009.<\/p>\n<p>The study also shows planning departments budgets to have been disproportionately affected by cuts when compared to other departmental cuts.<\/p>\n<p>RTP Scotland Convenor Julia Frost said: \u2018As its stands, there is a need to either commit to funding these additional duties or remove some of them from the Bill.
