{"id":2163,"date":"2010-12-14T12:03:49","date_gmt":"2010-12-14T12:03:49","guid":{"rendered":"http:\/\/ihbconline.co.uk\/newsachive\/?p=2163"},"modified":"2010-12-14T12:03:49","modified_gmt":"2010-12-14T12:03:49","slug":"ha-challenges-es-heritage-cap","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=2163","title":{"rendered":"HA challenges ES heritage cap"},"content":{"rendered":"<p><strong><br \/>\n<\/strong><span style=\"text-decoration: underline;\">On 16 November the Department for Environment, Food and Rural Affairs (DEFRA) announced details of its \u201cnewEnvironmental Stewardship\u00a0[ES]\u00a0payment schedule\u201d, which will cap funding for maintaining and restoring traditional farm buildings in favour of re-focusing \u201cresources on key environmental issues such as protecting wildlife and reducing water pollution.\u201d<br \/>\n<\/span><br \/>\nEnvironmental Stewardship (ES) is an agri-environment scheme that offers payments to farmers and\u00a0land managers\u00a0inEngland\u00a0for effective land management to protect and enhance the rural environment (including the historic elements of the rural environment) and wildlife. To \u201cprotect the historic environment\u201d and to \u201cmaintain and enhance landscape quality and character\u201d are two of the scheme\u2019s five primary objectives; yet the Department has taken the decision to impose a cap of \u00a3150,000 over a three-year period on payments for the maintenance and restoration of Traditional Farm Buildings (TFB). According to the Department\u2019s press statement \u201cthis will free up funds for other Stewardship priorities\u201d, seemingly wildlife protection and the \u2018natural\u2019 environment.<\/p>\n<p>Co-Chair of the Heritage Alliance\u2019s Rural Advocacy Group, Jonathan Thompson, said: \u201cThe Heritage Alliance believes strongly that any such division between the historic and natural environment is artificial. The natural landscape cannot be treated in isolation from its cultural significance \u2013 an interplay that is recognised in the\u00a0European Landscape Convention\u00a0to which the UK Government is a signatory.
