{"id":2043,"date":"2010-11-14T11:42:04","date_gmt":"2010-11-14T11:42:04","guid":{"rendered":"http:\/\/ihbconline.co.uk\/newsachive\/?p=2043"},"modified":"2010-11-14T11:42:04","modified_gmt":"2010-11-14T11:42:04","slug":"dclg-plan-new-regime-timetables","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=2043","title":{"rendered":"DCLG Plan: new regime timetables"},"content":{"rendered":"<p><strong><br \/>\n<\/strong><span style=\"text-decoration: underline;\">The timetable for the delivery of the new planning regime has been laid out in the Department for\u00a0Communities and Local Governmentrecently published Business Plan for 2011-15.<br \/>\n<\/span><br \/>\nThe key legislation which will set much of the framework for the new planning regime, the\u00a0Decentralization\u00a0and Localism Bill, is scheduled to be published later this month and could be legislation by the end of 2011.<\/p>\n<p>The Infrastructure Planning Commission will formally replaced by the yet to be created Major Infrastructure Planning Unit inside the\u00a0Planning Inspectorate\u00a0by 2012.<\/p>\n<p>This is also the date for when the first payments will be made under the New Homes Bonus scheme \u2013 although the scheme itself will start 12 months earlier.<\/p>\n<p>April 2012\u00a0is also when DCLG anticipates the new breed of Local Enterprise Partnerships will be up and running as well as the new regime ofNeighbourhood\u00a0Plans. However, a number of these plans will be trialled and developed in advance of that date.<\/p>\n<p>Crucial secondary legislation detailing the department\u2019s main planning reform bill and establishing the Conservative\u2019s Open Source Planning concepts are expected within 18 months.<\/p>\n<p>This is also the timescale for publishing and presenting to\u00a0Parliament\u00a0a &#8216;radically simplified and consolidated national planning framework covering all forms of development&#8217;.
