Highly commended: Blueprint: Phoenix  Square, Leicester (entered by Blueprint and Leicester City Council).  Highly commended: Waterside Gardens (entered by London Borough of  Bexley).<\/p>\n<p>Housing for an ageing population &#8211; Winner: Mill Rise Extra-Care (entered by Renew North Staffordshire).<\/p>\n<p>Innovation and new ventures &#8211; Winner: St Thomas&#8217; School (entered by  Places for People). Highly commended: Section 215 and Property  Management Service (entered by Barnsley Metropolitan Borough Council).<\/p>\n<p>Investing in skills &#8211; Winner: Fusion 21 Skills Programme (entered by  Fusion 21). Highly commended: The Green Team (entered by North  Hertfordshire Homes).<\/p>\n<p>Leadership of place &#8211; Winner: Grimethorpe Regeneration (entered by  Barnsley Metropolitan Borough Council). Highly commended: Sense of Place  (entered by Urban Living)<\/p>\n<p>Quality of place &#8211; Winner: Royal Arsenal Riverside (entered by Berkeley  Homes). Highly commended: Bermondsey Spa Regeneration (entered by Levitt  Bernstein Architects). Highly commended: EC1 Public Space Strategy  (entered by EC1 New Deal for Communities and the London Borough of  Islington).<\/p>\n<p>Rural housing &#8211; Winner: Green Lane, Holy Island (entered by Four Housing Group).<\/p>\n<p>Stronger communities &#8211; Winner: Balsall Heath Forum (entered by Balsall  Heath Forum). Highly commended: Charlestown and Lower Kersal New Deal  for Communities (entered by Charlestown and Lower Kersal New Deal for  Communities)<\/p>\n<p>Sustainable futures &#8211; Winner: The Beavan Building (entered by Byker  Bridge Housing Association).
