The Institute exists to establish the highest standards of conservation practice, to support the effective protection and enhancement of the historic environment, and to promote heritage-led regeneration and access to the historic environment for all.<\/p>\n<p>The Institute of Historic Building Conservation is commissioning\u00a0consultancy services to carry out its Policy function.<\/p>\n<p>The work will commence immediately and the current contract will last for 12 months from the date of appointment when the IHBC the contract will be reviewed.<\/p>\n<p>As the IHBC\u2019s Consultant Policy Advisor you will:<\/p>\n<ul>\n<li>help to shape the IHBC\u2019s approach to policy and advocacy\u00a0activities;<\/li>\n<li>enhance our ability to develop and respond to policy\u00a0support and strengthen IHBC\u2019s ability and capacity to influence\u00a0the policies of governments, voluntary and professional bodies\u00a0and non-governmental organizations throughout the UK;<\/li>\n<li>respond to consultations and take part in policy debates;<\/li>\n<li>build policy relationships on behalf of IHBC;<\/li>\n<li>promote the value of conservation and of the conservation\u00a0profession to policy makers.<\/li>\n<\/ul>\n<p><strong>Main duties<br \/>\n<\/strong>The IHBC\u2019s Consultant Policy Advisor will:<\/p>\n<ul>\n<li>Develop IHBC policy, based on sound analysis and a thorough\u00a0understanding of the collective knowledge and views of IHBC\u2019s\u00a0membership and operational contexts.<\/li>\n<li>Liaise with, and provide support to, the IHBC\u2019s trustees,\u00a0spokespersons, officers, and staff on all aspects of policy\u00a0development.<\/li>\n<li>Prepare and develop IHBC policy papers.<\/li>\n<li>Communicate the IHBC\u2019s position on policy issues to\u00a0Government, policy-makers and other stakeholders.<\/li>\n<li>Provide consistent, high-quality responses to consultations issued by government and other bodies throughout the UK. Monitor, communicate, and, as appropriate, co-ordinate, formulate and archive (online) responses to issues and formal consultations from government departments and other international, national and regional bodies relevant to the institute\u2019s work, primarily (but not exclusively) with respect to relevant policy and practice in England and the UK as a whole.\n<ul>\n<li>Co-ordinate responses to consultations through a panel of volunteers across the UK, to ensure the responses are consistent and represent the views of the membership nationally and, as appropriate, in national and regional branches.<\/li>\n<\/ul>\n<\/li>\n<li>Ensure that policy and communications reflect the concerns and priorities of the IHBC and are written in a professional and competent manner.<\/li>\n<li>Assist the Policy Committee and its panels in the co-ordination and implementation of their work.<\/li>\n<li>Develop and maintain internal and external policy networks and strategic partnerships. \u00a0Build links with the policy and professional community to assist with the development of policy positions.<\/li>\n<li>Promote awareness of IHBC policy through provision of information, policy briefings and consultation responses as required.<\/li>\n<li>Attend meetings with decision makers and stakeholders.<\/li>\n<\/ul>\n<p><strong>Profile<br \/>\n<\/strong>Further to technical qualifications related to knowledge and experience of conservation policy, which are required to fulfil the position successfully, effective performance of the duties involved in this job can only be realised if the person possesses of the following competencies and personal attributes:<\/p>\n<ul>\n<li>Understanding of the UK political system and government policy especially as it applies to historic building conservation and related areas. Excellent working knowledge of government, public policy making and implementation and parliamentary processes and legislation.<\/li>\n<li>Knowledge of different approaches to policy making.
