{"id":14910,"date":"2017-02-10T18:23:24","date_gmt":"2017-02-10T18:23:24","guid":{"rendered":"http:\/\/ihbconline.co.uk\/newsachive\/?p=14910"},"modified":"2017-02-10T18:23:24","modified_gmt":"2017-02-10T18:23:24","slug":"eh-faces-high-court-battle-over-planned-interventions-at-yorks-cliffords-tower","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=14910","title":{"rendered":"EH faces High Court battle over planned interventions at York\u2019s Clifford\u2019s Tower"},"content":{"rendered":"<h3>English Heritage (EH) is facing a High Court battle over plans to dig underneath a medieval tower to add a visitor centre, according to reports in <em>The Telegraph <\/em>and<em> The Guardian<\/em>, as independent city councillor Johnny Hayes \u2013 lead in crowdfunded objections &#8211; said the authority\u2019s decision was \u2018deeply flawed\u2019 and that \u2018The idea of a shop, caf\u00e9 and visitor centre sticking into the mound and into the Eye of York is unbelievable.\u2019<\/h3>\n<p><!--more--><\/p>\n<p><em>The Telegraph<\/em> writes:<\/p>\n<p>Last year, City of York Council agreed for work to begin on <a href=\"http:\/\/www.telegraph.co.uk\/travel\/destinations\/europe\/united-kingdom\/england\/yorkshire\/york\/articles\/york-attractions\/\">Clifford\u2019s Tower<\/a>, the only remaining part of the city\u2019s royal castle.<\/p>\n<p>But independent city councillor Johnny Hayes set up a <a href=\"http:\/\/www.telegraph.co.uk\/investing\/news\/crowdfunding-how-to-spot-a-good-investment\/\">crowdfunding campaign<\/a> to bring a judicial review to protect the tower from the \u00a32.5m proposal he described as a \u2018bad joke\u2019. Mr Hayes said the authority\u2019s decision was \u2018deeply flawed\u2019, adding: \u2018The idea of a shop, caf\u00e9 and visitor centre sticking into the mound and into the Eye of York is unbelievable.\u2019<\/p>\n<p>More than 3,780 people have signed a petition opposing the development of the 12th century tower, which has around 150,000 visitors a year.<\/p>\n<p>English Heritage head curator Jeremey Ashbee argues that the section of the mound where the centre will be is not original, instead dating from the 19th century. \u2018With this project, we have a chance to tell the Clifford\u2019s Tower story properly,\u2019 he added.<\/p>\n<p>A spokesman for City of York Council said: \u2018It is not unusual for an \u2018arguable case\u2019 to be considered in a full judicial review hearing. We are entirely confident we have followed due process at all stages of English Heritage\u2019s planning application.\u2019<\/p>\n<p>The original mound was constructed by William the Conqueror in 1068 as a statement of his power over the region.<\/p>\n<p>Henry III ordered the tower be rebuilt in stone during his war with the Scots.<\/p>\n<p>A spokesman for English Heritage said: \u2018We were pleased to have received planning permission from City of York Council, and remain committed to improving the quality of visits to Clifford\u2019s Tower.
